2. Procurement Process • This requirement will follow a “Contested Grants” process which is used for the award of grants which fall under Part B of the Public Procurement Directives. • The opportunity has been advertised widely and will be fair, open and transparent in line with our broader public sector obligations. • The process will comprise 8 separate competitions with one relating to each of the policy areas. It will be aligned to the “Open Procedure” and have only one tender stage with no requirement to pre-qualify.
2. Procurement Process • Each competition will be run independently from the others, with a separate bidding, evaluation and award process in each area. Bidders will be permitted to take part in the competition for more than one policy area. • The bids in each policy area will be evaluated by separate teams that include representation from the relevant policy area. • The evaluation criteria for each policy area are shown within the respective Descriptive Document which is available to download via the eSourcing portal once you have registered and on the Contracts Finder portal. This also explains the process for asking Clarification Questions that you may have during the application period.
2. Procurement Process • The following funding is available for each policy area: • Up to (£) • Integrated Parenting Project: 70,000 • Social Care Advocacy: 150,000 • Rehabilitative cultures: 100,000 • Reducing conflict or violence: 75,000 • Reducing reoffending amongst group-affiliated offenders: 75,000 • Offenders with communications difficulty: 200,000 • Circles of Support and Accountability (COSA): 150,000 • Parenting skills for Virtual Campus: 110,000
3. eSourcing portal • The Ministry of Justice eSourcing portal is a web-based application that enables and provides a simple, secure and efficient means of managing the sourcing process, through to evaluation and contract management over the internet. • The portal helps both the Ministry of Justice and suppliers alike by: • Providing an efficient, simple and auditable means for managing tendering and contract management activities • Improving visibility of sourcing activities • Increasing opportunities for suppliers to interact with the Ministry of Justice • Working openly, collaboratively and ensuring fair and open competition A user guide is available to support you, and the eSourcing helpdesk will also be able to assist you with using the portal.
3. eSourcing portal • The eSourcing portal will be made available to suppliers to register. All expressions of interest (EoIs) should be emailed to procurement-reducingreoffendingCMT@noms.gsi.gov.uk stating: • Your Company Name • Your Personal Name • Your Contact Email • And quoting the relevant reference number(s) • You will only need to send one email listing the grant opportunities you are interested in applying for • Procurement will then email you with the details about completing the registration process. You will not be able to participate further in the process until registration is complete.
3. eSourcing portal • The reference numbers for each grant are “XXXX-2-Reducing Reoffending-SE-RFI” where “XXXX” should be replaced by one of the following: • Integrated Parenting Project: 3754 • Social Care Advocacy: 3755 • Rehabilitative cultures: 3756 • Reducing conflict or violence: 3757 • Reducing reoffending amongst group-affiliated offenders: 3758 • Offenders with communications difficulty: 3761 • Circles of Support and Accountability (COSA): 3762 • Parenting skills for Virtual Campus: 3763
