  5. Principle of IFM • Monitoring the implementation the whole system • Multi stakeholders • Report to public • Registered to BPSVLK • Trained on Legal verification system • Monitoring can be conducted based on self initiative or requested by stakeholder • Ad hoc or permanent • Established in each province

  6. Potential development scheme • Utilize existing Forest concerned Forum or Network in the region (such as Jikalahari in Riau, KAIL in West Kalimantan, MAIL in West Sumatra, FKD of LEI etc) • Utilize DKN-DKD structure (IFM will be one of DKN-DKD ad hoc team) • Establish new forum on legality monitoring work

  7. Challenge and opportunity of Scheme 1 • Extending the network to outreach government and business groups (the forum and network only consisting NGOs and Local Community plus Academic) • Fix the IFM work to their existing program and project • Ready to work and can be start soon after the legal framework is finalize.

  8. Challenge and opportunity of Scheme 2 • Need to establish the DKD within a year or two (The DKN has planned to socialize the establishment of DKD as a mandate from last National Forestry Congress next month) • DKN was acknowledged by MoF and will legalize by Presidential decree (Min., by ministerial decree) • CBO type organization which consisting Government, Business, Academic, Community, and NGOs

  9. Challenge and opportunity of Scheme 3 • Find the good initiator and leader • Trust Building and good communication between stakeholder groups • Some NGOs and CSO have been conducted individual monitoring work, so they can play a role as an initiator to establish multi stakeholders IFM

  10. Common challenges • Funding: IFM need a standing budget to conduct the monitoring any time they need and for capacity building to increase their credibility, competency and effectiveness Possibility to use VPA preparation budget/Fund?? FLEGT Fund scheme??

  11. Proposed initial step to IFM development • Advocating and socializing the role of IFM to forest stakeholder • Identify and approaching potential regional initiator • Initiate and conduct regional multi stakeholder meeting on establishment of IFM • The complete roadmap of IFM should be analysis and finalize within 4 months

  12. Recommendations • Scheme 1 is a best way to initiate the establishment of IFM. • In a long-term,the scheme 1 should evolve to scheme 2 since DKN and DKD had wider stakeholders groups
