2. Welcome to 2009 AGM • We are delighted to see you here • We look forward to your ideas and suggestions for future direction.

3. Highlights of 2009 • New appointment letter/contract • Section inputted to UBC Faculty of Medicine accreditation review • BCMA supported Section stand against linking of teaching and appointments • BCMA decided to survey all clinical faculty concerning relations with UBC

4. 2009 Contract • The 2009 contract was not given to the Clinical Teaching Subcommittee until Oct. 24, the day after our AGM. • We asked the BCMA to send it out for referendum. The BCMA would not do this, however Dr.Mackie and the BCMA Board did agree to send out a survey assesssing our members’ attitudes towards the contract and the way it was to be accepted.

5. Meeting with the Dean • David Wensley and Myself met with the Dean on March 12, 2009. We were able to get 2 very significant commitments. • 1. The Dean agreed the FOM would not mandate any linkage between Clinical appointments and hospital privileges. • 2. The CF dispute resolution mechanism would be addressed as far as it related to issues that are not specifically mentioned in the contract.

6. FOM accreditation review • Section supported positive findings of reviewers • Lack of capacity at many teaching sites • Recruitment and preparation of sufficient number of clinical faculty • Lack of recognition of problems faced by fee-for-service physicians who want to teach • Need for “recognition and rewards for teaching by clinical faculty through combination of financial incentives and awards…” • Recognition of need for system-wide analysis of teaching loads and resources • Need for more administrative support for clinical faculty • Section drew attention to flaws in reviewer report

7. Flaws identified by Section • Did not address lack of body to represent clinical faculty (as opposed to “advisory” bodies) • Did not identify weaknesses of present FOM appointment letter/contract • Did not support claim that clinical teaching environment has improved • Missed flaw in present process for protecting clinical faculty rights

8. Other FOM interactions • We submitted a letter to the External Review of the FOM in the Spring. Both Angus and myself were on the phone talking to this Tripartite commission. • Angus drew up and submitted a letter for the 5 year review of the Dean of Medicine. This was signed by most Board members.

9. BCMA supported our stand against linkage of teaching and hospital appointments • We wrote all provincial Medical Associations inviting their support for this principle • In April, BCMA Board supported our position that hospital privileges should not be linked to the requirement to teach and/or do research

10. BCMA survey of all clinical faculty • In response to longstanding request by Section, BCMA elected to carry out survey • Survey carried out over summer; findings available this month • Survey asks all clinical faculty for direction on • Representation • Role of BCMA in negotiating with University • We appreciate BCMA’s action and look forward to its response to survey findings.

11. BCMA Survey • David Wensley and Myself met with Lloyd Oppel and Dr. Listen, along with other members of the CF, and a number of representatives of the FOM, to discuss the proposed questions, and generally agreed. • David Wensley and myself later met with Geoff Holter on June 18, 2009, to further discuss the proposed questions.

12. Issues that must be addressed in 2010 • BCMA policy formation in response to survey results • Section will be making recommendations • Improvement in process of “negotiating” clinical contract • Section recruitment • Should we reduce annual fee? • How else should we recruit broader membership?
