Construction Impacts • Phase 1 - Parking Garage and associated surface parking will begin in June 02 and be completed by July 03 • Spaces Lost – 519 Spaces( may be less) • Most of the existing Academy Hall Lot will be used for construction staging • A new temporary Academy Hall Lot with 74 Spaces will be constructed prior to start of the Parking garage • Phase 2 - Completion of the Garage in July 03 • Garage and associated surface parking will add 510 spaces • Staging Area continues to be used for BioTech • Temporary Lot at Academy Hall continues to be used • Phase 3 – Biotechnology Center Completed • Academy Hall Parking made permanent and increased to 166 Spaces Parking Review Board Presentation
Use of Field House Facilities • Background • Need to use approximately 519 existing parking facilities located at the Houston Field House • Campus Parking Surveys indicated that up to 550 students with Student Commuter Permits are located on campus at any given time • Students with Commuter Permits have the most difficulty finding available campus parking and are frequently forced to find spaces on the City streets • Students with Commuter Parking Permits do not generally require 24 hour, seven-day-a-week parking * • Commuter students can be provided with access to core Campus Parking during evenings, nights, weekend and holidays Parking Review Board Presentation
Field House Proposal • Beginning in August 02 students with Commuter Permits will be assigned to the Field House Parking Lots • A new Campus Shuttle Bus will be operated to provide transportation services • There will be a nominal charge of $20 for all parking permits issued to commuter students for use of the Field House Parking Facilities. This charge will be based upon a discount to the existing Field House Parking Fees and will be used to cover administrative, registration and decal costs • Reduce “Reserved Parking” for Hockey Games Parking Review Board Presentation
Shuttle Bus Plan • Will be operated directly by Rensselaer under the direction of the Department of Public Safety • Bus equipment will be five (5) – twelve (12) passenger bus to facilitate easy movement and to reduce environmental impact • Bus drivers will be Public Safety Assistants. Will also maintain on-going awareness safety and security issues • Bus Schedule will operate from 7AM to 11PM Monday thru Friday. Escort Service will be provided by Public Safety after hours. Shuttle Bus Plan (cont) • Buses will stop at the Field House Parking Lot, Student Union and the Core Campus (NE corner of JEC) • The Parking Lots at the Field House will be improved with increased lighting and emergency call boxes • Pedestrian pathways between the Core Campus and the Field House will be improved to facilitate pedestrian safety-streetscape improvements • Improvements at Burdett and Peoples, Burdett and Sherry, Sage and Fifteenth and Sherry Road Sidewalks. Reassignment of South Campus Parking • All Students with Commuter Permits now parking in Academy Hall will be relocated to the Field House – approximately 92 Spaces • All Students with Commuter Permits now parking in the North Lot, ASRC Lot, Robison Lot, Commons West Lot and the Hall Hall Lot will be relocated to the field House – approximately 451 Spaces • All Faculty and Staff now parking in the South Campus, except for a limited number of Academy Hall parkers will be relocated to other Core Campus Parking – approximately 437 spaces • ASRC – 103 Spaces • Robison – 116 Spaces • Commons West – 77 Spaces • Hall Hall – 20 Spaces • North Lot – 135 Spaces Parking Review Board Presentation
Reassignment of South Campus Parking • Use of C and G Decals will continue during Interim Plan • The existing permit fee for C Decal Permits will remain the same with existing C permit holders provided preference regarding reassignment to the South Campus Core Spaces when the Parking Garage is completed. The existing fee structure is expected to increase in FY04 • Faculty and staff with existing permits may, at their discretion, purchase a G Decal at a lower cost during the interim period, however, a G Decal will not provide the permit holder with a preference when assigning the future core spaces in the garage and south campus Parking Review Board Presentation
Miscellaneous Issues • The Campus Parking Rules and Regulations have been revised effective Fall 2002 indicating that students with freshmen status may not register a vehicle for parking on Rensselaer Property • The Sherry Road Parking Lot will be provided with Parking Meters - $.50/Hr. Admissions Office Staff will be provided with special permits to park in this area. • The availability of “Metered Parking” in the VIC Lot will be increased • Metered Parking will be installed in the Parking Areas located at the Library and Science Center(21E & 21D) and south of MRC • The Campus Parking Rules and Regulations will be further revised, as needed, to incorporate this Interim Parking Plan • All faculty and staff with parking permits will be required to utilize Payroll Deductions Parking Review Board Presentation
Miscellaneous Issues • Provide at least two (2) new 20-minute parking spaces near the Science Center and Library • Develop Plan for on-campus parking and/or transportation for Rensselaer staff locate off-site • Evaluate configuration of and assignment of parking in the North Lot to identify opportunities to improve pedestrian safety and snow removal Parking Review Board Presentation
Neighborhood Parking Initiatives • Prepare Mobility Plan • Work with City and Community to reduce impacts of Rensselaer on-street parking • Facilitate opportunities to increase for off-street parking • Evaluate City imposed regulations to control on-street parking – time limited parking, parking meters, permit parking, city-owned parking facilities, etc. • Continue and expand enforcement by Rensselaer Public Safety Parking Review Board Presentation
