COA Development Guidance • Guidance Common to both: • “Whole of Government” approach • Must integrate MNF support • Must integrate ASEAN support • All weather • COA 1 • Relief of population Kampong Thom is the Main Effort • Use Phnom Penh as Aerial Port of Debarkation (APOD) for external support • Use Sihanoukville as Sea Port of Debarkation (SPOD) for external support
Forces/Assets Available • Army- trucks, people, bulldozer, 20 hydro-foil • Navy- 50 boats, 30 hydro-foil, life vests • Air forces- 5 helicopters, 4 airplanes • MP- 300 people for security • Engineering- 1 battalion (400) • NCDM- Main Command and Control • Local Authorities- Small amount of people, transport, security
International Support Assets • Singapore • 2 LST ships, 2 engineer co, 4 large helicopters, 2 medical teams, 1 military police company – 5-7 days travel • Vietnam • 1 engineer co by boat (Mekong) – 6-8 days travel • Thailand • 1 engineer co, 1 infantry co, 15 trucks overland through Aranya Prathet/Paoy Pet – 5-7 days travel • U.S. – 3 C-17, 2 C-130 Rice, humanitarian rations, 1 med team – 6-8 days travel • Australia • 2 C-130, humanitarian rations, 1 med team – 5-7 days travel
COA 1 Sketch and Narrative • Main Effort = K.T. • P.P is central location for all supplies • From P.P • Helicopter assess teams in first • Ship supplies by boat • Inspect road 6A for use • From Sihanoukville • Move to P.P by: • Train • foreign helicopters • Trucks Helo, ship, truck Train, truck, helo
