Center for Information Technology Renato Archer The Brazilian environmental standardization for electrical and electronic products Center for Information Technology Renato Archer – CTI Ministry of Science, Technology and Innovation – MCTI Campinas – SP – Brazil
ENVIRONMENTAL ASPECTS IN ELECTRONICS LIFE CYCLE Changes in the industrial model New processes adding value in Brazilian supply chain, due to the National Policy on Solid Waste Natural resources Manufacturing Distribution Recycling Final disposal Disposal Use
STANDARDIZATION AND NPSW Standardization Promote the optimization of the economy, taking into account the functional conditions, safety and environmental requirements throughout the product life cycle Environmental standardization Essential to implement the National Policy on Solid Waste
IEC / ABNT International Electrotechnical Commission Is the world´s leading organization that prepares and publishes international standards for all electrical, electronic and related technologies. The Brazilian Association of Technical Standards Is the organization of technical standardization in Brazil and the exclusive Brazilian representative for the international and regional entities: • ISO (International Organization for Standardization) • IEC (International Electrotechnical Commission) • COPANT (Pan American Technical Standards Commission) • AMN (Mercosur Standardization Association)
IEC TC 111 /ABNT CE 111 Subjects: Ecodesign, material declaration, test methods, cleaner production, recycling, etc. IEC TC 111 – International environmental standardization for electrical and electronic products and systems Objective: To prepare necessary guidelines, basic and horizontal standards, including technical reports, in the environmental area. ABNT CE 03:111.01 – Brazilian environmental standardization for electrical and electronic products and systems Objective: Providing the Brazilian standards for environmentally friendly electronics, acting as a mirror of the IEC TC 111.
THE LAW STRUCTURE • Governmental Decision Technical Decision • CE-111 • ABNT
ABNT CE 111 Around 60 companies contribute to CE 111, as well as researchers and development centers, universities and government institutions
ONGOING PROJECTS • Standards for the determination of levels of the RoHS substances into electrical and electronic equipment • Guidelines for the provision of information about the end-of-life, necessary to calculate the recyclability rate of electrical and electronic equipment
RESULTS FROM ABNT CE 111 • BRAZILIAN STANDARDS EQUIVALENT TO IEC TC 111 • Environmentally conscious design • Management system for hazardous substances in products and electrical and electronic components • Guidance for evaluation of products with respect to substance - use restrictions in electrical and electronic products • Environmental information on electrical and electronic equipment • Material declaration for products of and for the electrotechnical industry • NATIONAL STANDARD UNDER PUBLICATION • Waste electrical and electronic equipment – Requirements for the activity of reverse manufacturing (for recyclers)
MOTIVATIONS FOR THE BRAZILIAN REQUIREMENTS TO RECYCLERS The requirements for reverse logistics systems for electronic equipments are essential to implement the National Policy on Solid Waste Encourage the development of competence in electronics recycling, objecting to reduce damage to the environment Ensure that processes adopted are consistent with best practices in waste management, avoiding incorrect destination of materials Ensure occupational health and safety of those involved in the processes of electronics recycling
BRAZILIAN REQUIREMENTS FOR REVERSE MANUFACTURING The fundamentals of the Brazilian requirements for recycling of waste electrical and electronic equipments Environmental Protection Occupational health and safety Traceability of electronic waste Data Security
FUTURE VISION – ENVIRONMENTAL LABELING Worldwide Brazilian label
FUTURE VISION – REQUIREMENTS FOR LABELING • Qualification and training • National database for Life Cycle Assessment • Data collection • Environmental labeling • Standards
FUTURE VISION – SUPPORTING OTHER COUNTRIES IEC TC 111 ABNT CE 111 COPANT (Pan American) AMN (Mercosur)
