Federal Contracts and Grants Is there a need to define HBCU/MI? Yes, Many people are unaware of the program requirements.
HBCU/MI have and continue to provide educational services to disenfranchised citizens across the nation.
CRA64 requires the Federal Government to eliminate prohibited forms of discrimination.
Federal Oversight for education programs
HBCUs/MIs listed in General Education Act (20 USC 1221 and 20 USC 1135).
List of Accredited Post Secondary Educational Institutions
DFARS 252.219 HBCUs, HSIs, Tribal and Minority Institutions.

Key areas: contracting and subcontracting opportunities in procurement, research, development, test and evaluation, military construction, and operations and maintenance. Establish and enhance undergraduate, graduate and doctoral programs in science disciplines critic at the national security functions of the DOD.
Make DOD personnel available to advise and assist faculty… in the performance of defense research.
Establish partnerships between defense laboratories and HBCU\MI.
Award scholarships, fellowships, and establish cooperative work-education programs.
Equip and renovate laboratories for the performance of defense research; and

7. 4/24/2012 7 HBCU/MI FY03 Goals Match HBCU/MI Research capabilities with Army requirements.
Maximize Infrastructure funding to create essential research capacity .
Sustainable funding through Educational Partnership and program linkage, i.e. research facilities.
Many HBCU currently possess the prerequisite facilities and staff to conduct research for Army activities. The primary objective of the HBCU program is to build a stronger research base among HBCU institutions that allows them to fully participate in research and development programs.
We believe that educational partnerships between Army MACOMS and RDECs will create more opportunities for HBCUs to participate in on-going research activities.
Our technical assistance workshops are designed to meet their specific needs and concerns of the local HBCU institutions, We can address specific areas of interest ranging from contracting procedures to forming cooperative research and development agreements (CRADAs)

13. 4/24/2012 13 HBCU/MI FY01Success Stories HBCU/MI Infrastructure Funding – Army awarded 37 grants ($6.9M) to HBCU/MI of the $15M.
Faculty Intern Program - HACU/ARL partnership increased Hispanic participation in summer research programs. Army awarded HACU $200k support 15 faculty members and 2 students annually.
HBCU/MI Partnerships - Jackson State, FAMU and FIU.
