  1. Situation Update: J9 Food WFP: Food prices outside PaP have doubled, reducing access to food. (USAID/OFDA Factsheet #11, 23JAN) WORLD CONCERN: Risks from distributing aid minimized by working with community groups; organization plans large-scale distribution this week. (Relief Web – World Concern, 25 Jan) Water OCHA: Water distributed daily at 115 sites in PAP reaching an estimated 235,000 people. (OCHA SITREP #12, 24JAN) Medical USAID: Health Cluster, in the coming weeks, GoH Ministry of Health plans to shift from focusing on emergency surgical cases to primary health care, health centers, and hospitals. (USAID EQ Fact Sheet #13, 25JAN) TF HAITI: USNS Comfort at maximum capacity: 1,178 of 1,200 racks are filled. (TF Haiti SITREP #39 25 JAN) Infrastructure DOE: 16 MW in PaP tested; ready for dispatch. Power lines/16 substations ready; crews tested 700 polls. (DOS HTF CONF CALL, 24JAN, 1700) Transportation DOS: MSR from Dom Rep to PAP is deteriorating.  DOS requested DOD and USAID review short- and long-term measures to ensure the supply route stays open.  (DOS TFH SITREP #40, 26JAN, 0600) USAID: Currently, overland relief commodity convoys from Dominican Republic run twice daily and no border delays have been reported. (USAID/OFDA Factsheet #11, 23JAN) TF HAITI: Until further notice, due to sufficient air transport, overland bus evacuation to the Dominican Republic has been discontinued. (TF Haiti SITREP #36 24JAN) Fuel OSD: Tanker with 800k GAL of fuel from VEN expected in PAP on 31JAN. (OSD EXECSUM, 26JAN, 0700) DHS: DOS reports no fuel shortages for operating relief entities (DHS SLB, 24JAN, 1800) USAID: Sufficient fuel for 18-19 days, lasting until PaP port is rehabilitated to receive fuel shipments. GoH reports ~30% of gas stations are operational. (USAID/OFDA Factsheet #11, 23JAN) Port de Paix Labadie Cap-Haitian Gonaives Hinche Saint Marc Aubre Jeremie Lafiteau Varreux Petit Goave Port-Au-Prince Miragoane Les Cayes Jacmel Operations/Security OSD: The security situation remains stable with isolated pockets of violence. Approximately 70% of GOH police force is back to work. (OSD EXECSUM, 26JAN, 0700) TFH: Crowds outside the Embassy have dissipated, but still of considerable size. (TFH CONF CALL, 25JAN, 1800) PAP reports the general situation remains relatively quiet, but with beginning of work week more activity expected. Growing priority issue is crowd control in front of the Embassy (4,000 people currently gathered).
