  1. JOINT PROJECT MANAGERNBC CONTAMINATION AVOIDANCE (JPM-NBC CA) April 26, 2005Advanced Planning Brief to Industry COL DON BURNETT JPM-NBC CA Joint Program Executive Office for Chemical and Biological Defense Donald-Burnett@us.army.mil 050426_APBI_JPM_NBC CA

  2. Outline • Program Overview • Warfighter Needs • Technical Challenges • Acquisition Strategy/ Funding/ Schedule • Upcoming Business Opportunities • Contacts 050426_APBI_JPM_NBC CA

  3. A Responsive Government/Industry Team is Essential Overview • Develop, Test, Produce, Field, and Sustain Full Spectrum • Sensing capability for traditional and emerging CBRN threats. • Obscuration capability for transforming forces and dynamic missions. • Deliver Test Capability Packages Synchronized to Initial Program Development and Downstream Enhancements • Ultimate Goal is to Enhance CBRN Contamination Avoidance Capability, Enable Actionable Awareness, and Reduce the Burden on the Warfighter 050426_APBI_JPM_NBC CA

  4. Preserve and Enhance Combat Power Warfighter Needs • Small, Hand Held (or Smaller) Detectors • Remote and Standoff Detection • Trace Detection • Confident Detection and Identification of Unknowns in all Phases (Solid, Liquid, Gas) • Renewed Emphasis on Toxic Industrial Chemicals and Materials and Radiation Detection • Packaged for Platforms (Right Payload) and Communications Capable • Simple, Robust Designs that are Easy to Use 050426_APBI_JPM_NBC CA

  5. Technical Challenges • Lightweight detection • Reduced Power Requirements • Rechargeable, common batteries are a priority • Ultra sensitivity to very low levels of hazard • Integration into relevant common operational picture • Interferent rejection • Detection of hazardous chemicals • Ultra-reliable with reduced life cycle costs • Rapid, automatic, accurate operation for detection, warning, quantification and self-check • Multi-functional sensing • Operable Worldwide • Fresh approaches to familiar needs • Agile Thinking that Postures the Government/Industry Team to: • Address Novel Threat Presentations • Respond to Urgent User Demands and Implementation • Achieve Technological and Doctrinal Synergies No False Alarms 050426_APBI_JPM_NBC CA

  6. Acquisition Strategy • Tailorable to Meet Warfighters’ Requirements • Bringing Relevant Significant Increments of Capability Builds Momentum • Successful Programs get Resourced – Poor Executors Don’t • Empowered, Multi-disciplined Teams Leverage Each Others’ Strengths – Need Maximum Output for Minimum Schedule • Increased Awareness and Optimized Use of COTS and NDI 050426_APBI_JPM_NBC CA

  7. JCAD Overview • The Joint Chemical Agent Detector (JCAD) Program will Result in the Acquisition of a Joint Portable Monitoring and Small Point Chemical Agent Detector for Aircraft, Shipboard and Individual Soldier Applications. JCAD is a Detector Capable of Automatically Detecting, Identifying, and Quantifying Chemical Agents Inside Aircraft and Shipboard Interiors, Providing Hand-held Monitoring Capabilities, and Alerting the Individual Soldier/ Sailor/ Airman/ Marine Through the Use of Pocket-Sized Detection and Alarm • The Increment 2 Device Must be Sufficiently Sensitive to Warn Aircrews Before Accumulation of a Dose, Over the Entire Mission, Which Will Cause Miosis or More Severe Effects, be Resistant to the Severe Interferent Environment on a Naval Vessel, and be Small and Rugged for Individual Use 050426_APBI_JPM_NBC CA

  8. JCAD Technical Challenges • Sensitivity vs. Selectivity • Environmental Conditions • -32C to 49C • 0 to 100% RH • Agent Concentrations 100 Times Less than Fielded Systems • TICs • JWARN Compatible 050426_APBI_JPM_NBC CA
