Using a pair of screwdrivers at each end of the each paver can help and make the wiggling process much easier. Pound them with a rubber mallet to loosen them up if the pavers are wedged in tight. Make a board which can be used to level the freshly poured concrete. This will be used to scrape and level out the now-exposed ground beneath the sagging pavers. Therefore, make sure the board’s long enough to reach across the exposed area all the way where the problem is. Now finally, add all-purpose sand to the low area and, with the notched ends of the screed aligned with the level pavers, pull the screed over the sand to level it out very gingerly. Now reset the pavers and use the rubber mallet to pound them down until they’re leveled with the other pavers.
