CA Green Building Initiative & Global Warming Solutions Act of 2006(EO S-20-04 & AB32) • Buildings are 2nd largest contributor (23.7%) to GHG emissions • EO S-20-04: Reduce grid-based electricity by 20% in state-owned buildings by 2015; reduce associated greenhouse gas emissions • AB 32: Reduce GHG emissions to 1990 levels by 2020 Source: CARB 2004 Inventory

  25. 2010 California Green BuildingStandards Code -CALGREEN • Planning & Design • Storm Water Pollution < One Acre For projects of less than one acre, develop a Storm Water Pollution Prevention Plan (SWPPP) that has been designed, specific to its site, conforming to the State Storm water NPDES Construction Permit or local ordinance, whichever is stricter, as is required for projects one acre or more. The plan should cover prevention of soil loss by storm water run-off and/or wind erosion, of sedimentation, and/or of dust/particulate matter air pollution. • Bicycle Parking and Changing Rooms A) Short-term bicycle parking B) Long-term bicycle parking C) Changing Rooms-for buildings with occupants over 10 tenant-occupants • Designated Parking Provide designated parking for any combination of low-emitting, fuel-efficient, and carpool/van pool vehicles. • Light Pollution Reduction Comply with lighting power requirements in the California Energy Code, CCR, Part 6, and design interior and exterior lighting such that zero direct-beam illumination leaves the building site • Grading and Paving The site shall be planned and developed to keep surface water from entering buildings. Construction plans shall indicate how site grading or a drainage system will manage all surface water.

  26. 2010 California Green BuildingStandards Code -CALGREEN • Energy Efficiency • California Energy Commission The California Energy Commission will continue to adopt mandatory building standards. However, it is the intent of this code to encourage buildings to achieve exemplary performance in the area of energy efficiency.

  27. 2010 California Green BuildingStandards Code -CALGREEN • Water Efficiency and Conservation • Indoor Water Use • Meters • Separate meters or metering device shall be installed for buildings over 50,000 sf and any building that consumes more than 1,000 gal/day • 20% Savings A schedule of plumbing fixtures and fixture fittings that will reduce the overall use of potable water within the building by 20% shall be provided. • Wastewater Reduction Each building shall reduce by 20% wastewater by installing water conserving fixtures or Utilizing non-potable water systems. • Plumbing Fixtures and Fittings Plumbing fixtures (water closets and urinals) and fittings (faucets and showerheads) shall meet the minimum standards provided tables which have high efficiencies.

  28. 2010 California Green BuildingStandards Code -CALGREEN • Outdoor Water Use • Water Budget Establish a water budget for landscaping irrigation that conforms to low water use ordinance or dept. of water resources. • Irrigation Design-for projects between1,000-2,500 sf of landscaped area • Irrigation Controllers Install irrigation controllers to schedule irrigation events. • Sensors Install sensors to control water use during inclement weather.

  29. 2010 California Green BuildingStandards Code -CALGREEN • Material Conservation and Resource Efficiency • Weather Resistance and Moisture Management • Weather Protection-provideweather resistant wall and foundation materials. • Moisture Control • Sprinklers-designto prevent irrigation systems to sprayonto building walls. • Entries and Openings-protect openings from water intrusion by using canopies and overhangs at entries and non-absorbent materials at walls and floors.

  30. 2010 California Green BuildingStandards Code -CALGREEN • Construction Waste Reduction, Disposal and Recycling • Waste Diversion-Establisha Construction WasteManagement Plan or meet the local ordinance whichever is more stringent. • Management Plan-IfLocalenforcement agencies don’t have a WPM they shall one shall submitted to them for approval. • Waste Reduction of at Least 50%-Reduce orrecycle at least 50%of construction and demolition debris. • Excavated Soil and Land Clearing Debris- reuse or recycle 100% of trees, stumps, rocks and vegetation from land clearing.

  31. 2010 California Green BuildingStandards Code -CALGREEN • Building Maintenance and Operation • Recycling by Occupants- Provide recycling and storage areas that will serve the entire building for cardboard , paper, glass, plastics and metals. • Sample Ordinance- shall comply with Division 30 of the Public Resources Code. • Commissioning- for new buildings over 10,000 sf building commissioning shall be included in the design and construction of the project which will include: • Owner’s Project Requirements (OPR) • Basis of Design (BOD) • Commissioning Plan • Functional Performance Testing • Post Construction Documentation and Training • Commissioning Report

  32. 2010 California Green BuildingStandards Code -CALGREEN • Environmental Quality • Fireplaces- Install only direct-vent sealed combustiongas or sealed wood-burning fireplaces. • Woodstoves & Pellet Stoves- shall comply with US EPA Phase 2 emission limits. • Pollutant Control • IAQ Post Construction- After construction ends, with all interior finishes have been installed, flush out the building by supplying continuous ventilation with all air handling units at their maximum outdoor air rate and all supply fans at their maximum position and rate for at least 14 days. • Covering of Duct Openings and Protection of Mechanical Equipment During Construction- to reduce the amount of dust or debris which may collect in the system during construction. • Finish Material Pollutant Control- Low VOC limits and standards have been established for 1. Adhesives, sealants and caulks. 2. Paints and coatings 3. aerosol paints and coatings.

  33. 2010 California Green BuildingStandards Code -CALGREEN • Carpet Systems- All carpet shall meet the testing and product requirements of one of the Carpet and Rug institute Green Label Program; CDPH testing; DGS Gold Sustainable Standard. • Cushion- All carpet cushion installed in the building interior shall meet the requirements of the Carpet and Rug Institute Green Label program. • Adhesive- shall meet FORMALDEHYDE LIMITS. • Composite Wood Products-Shall meet FORMALDEHYDE limits established by the CA. Air Resources Board and on tables provided in this code. • Documentation- Provide proof as requested by the enforcing agency. • Resilient Flooring Systems- 50% of floor area receiving resilient flooring, shall be low VOC-emission as per 2009 Collaborative for High Performance Schools (CHPS) or certified under the Resilient Floor Covering Institute (RFCI) FloorScore program. • Environmental Tobacco Smoke (ETS) Control- Prohibit smoking within 25 feet of building entries, outdoor air intakes and operable windows where outdoor areas are provided for smoking, and in building or as enforced by ordinances whichever is more stringent.

  34. 2010 California Green BuildingStandards Code -CALGREEN • Indoor Moisture Control- Buildings shall meet or exceed the provisions of California Building Code, Title 24, Part 2, Sections 1203 and Chapter 14. • Indoor Air Quality and Exhaust • Outside Air Delivery- For mechanically or naturally ventilated spaces in buildings, meet the minimum requirements of Section 121 of the California Energy Code, Title 24, Part 6, or the applicable local code, whichever is more stringent, and Chapter 4 of CCR, Title 8. • Carbon Dioxide (CO2) Monitoring- For buildings equipped with demand control ventilation, CO2 sensors and ventilation controls shall be specified and installed in accordance with the requirements of the latest current edition of the California Energy Code, Title 24, Part 6, Section 121(c).

  35. 2010 California Green BuildingStandards Code -CALGREEN • Environmental Comfort • Exterior Noise Transmission- Wall and roof-ceiling assemblies making up the building envelopeshall have an STC of at least 50, and exterior windowsshall have a minimum STC of 30 for any of the building locations within 1,000 of a freeway; within 5 miles from some airports and where sound levels exceed 65 decibels from property lines. • Interior Sound- Wall and floor-ceiling assemblies separating tenant spaces and tenant spaces and public placesshall have an STC of at least 40. Outdoor Air Quality • Ozone depletion and greenhouse gas reductions.Installations of HVAC, refrigeration, and fire suppression equipment shall comply with Sections 5.508.1.1 and 5.508.1.2. • Chlorofluorocarbons (CFCs.) Install HVAC, refrigeration and fire suppression equipment that do not contain CFCs. • Halons. Install HVAC, refrigeration and fire suppression equipment that do not contain Halons.
