This will be case-by-case basis

    MILPERSMAN 1810-020 Retirement is your LAST SET OF ORDERS, Negotiate Needs to be negotiated in advance. In most cases, a relief needs to be identified. One year out you can submit your request need to for relief planning. If you are going to come before a promotion board, plan ahead. You need to submit a letter to the board to remove your name. ONLY YOU CAN HAVE YOUR NAME REMOVED SO DO THE RIGHT THING BY YOUR SHIPMATES AND COMMUNITY.

    The National Defense Authorization Act for Fiscal Year 2007(FY07 NDAA), Public Law 109-364, amended reference (a), thereby establishing mandatory retirement for chief warrant officers (CWO) upon completing 30 years active commissioned service, effective 17 October 2006. Prior to enactment, the law mandated retirement of these officers upon completing 30 years total active service. Section 501, FY09 NDAA, reinstates the previous law, mandating retirement of CWO upon completing 30 years total active service. Those Chief Warrant Officers impacted by this change have been contacted by the detailer. All others should plan your career according to the statutory limits for each pay grade.

If using OPA vs. Inventory as the benchmark, the community is in good shape. However, there are too many other concerns which we will address that will impact the health of the LDO designators in the near future. Many of the designators have an un-executable OPA. LDO Community contributed to 10K FY07 “leaning” of the total force. LDOs contributed 122 cuts for FY07 and 127 cuts for FY09 (based on FY06 projections). FY10 Promotion opportunity & Flow point (Line/Staff compete separately): Line: CAPT 40% & 22 years, 3 months, CDR 50% & 15 years, 7 months, LCDR 70% & 10 years, 0 months. Staff: CAPT 0% , CDR 80% & 15 Years, 8 months, LCDR 70% & 9 years, 5 months. Promotion to O5/06 is not dependent upon designator vacancy or the core community buying O5/O6 billets. FOR CAPT and CDR respectfully, there are 26 “line” designators which compete for 35 CAPT and 250 CDR opportunities..

As with the LDOs, CWOs accessions have been determined by an aggregate number and not based on designator shortfalls. CWOs have a historical average of 84.5% continuation rate through 5 years of commissioned service. 5 year CWO5 phase-in is complete. By the end of FY07, W5 inventory met its authorizations (no more than 5% of the CWO force). Flying CWO. Aviation Enterprise has the lead.

    Advanced education/certification is valued but currently no formal requirement exists for advanced education in the LDO/CWO community. Previous steering committee recommends that all applicants for the FY-11 LDO/CWO program have an AA/AS degree or 14 years of formal education. Validation of educational requirements and funding streams with regard to relevant courses of study. Accession guidelines do not reflect additional billets required to obtain full-time education. Current Tuition Assistance NAVADMIN (166-06) education initiatives allows up to 16 semester hours per FY. If more than 16 semester hours, submit waiver request (not to exceed $4500 per FY).
