Capacity Building Provider GrantPurpose The TUPE Program Capacity Building Provider (CBP) Grant Request for Applications (RFA) seeks to find one agency to provide support and guidance to local TUPE-funded programs. The TUPE CBP will build these programs’ capacity to prevent and reduce the use of tobacco products by school-aged youth. The TUPE CBP will also provide leadership on model programs, best practices, and continuous program monitoring and improvement through current data resources.
Capacity Building Provider GrantFunding An estimated $5.5 million from Proposition 56 funding has been allocated to the California Department of Education (CDE) to fund the TUPE Program CBP Grant for 33 months, from October 1, 2019, through June 30, 2022. One agency will be selected as the TUPE CBP. The use of TUPE funds for any purpose other than building the capacity of TUPE programs to prevent and reduce the use of tobacco products by school-aged youth is not authorized.

Capacity Building Provider GrantEligibility Criteria • Applicants must meet the following requirements: • Demonstrate that the program meets the overall Program Requirements. • Comply with the Application Narrative Requirements. • Meet all other conditions, requirements, and deadlines. • Provide all required signatures by the designated due dates. • Applicants are ineligible for grant funding if they have received directly or indirectly, any funding, educational materials, or services from the tobacco industry even if for the purpose of implementing tobacco-use prevention, youth development, intervention, or cessation programs.
Capacity Building Provider GrantCurrent Law—Tobacco-Use Prevention EducationProposition 56 Funding California Health and Safety Code Section 104385 The CDE/TUPE Office administers grants for projects directed at the prevention of tobacco-related diseases. The TUPE Office oversees grant programs that provide health education and promotion activities intended to reduce the number of persons beginning to use tobacco, continuing to use tobacco, or developing tobacco-related diseases. The TUPE Office also monitors and ensures implementation of district and COE’s tobacco-free policies and TUPE programs in districts receiving funding from the Cigarette and Tobacco Products Surtax Fund.
Capacity Building Provider GrantApplication Requirements (1) Applicants must demonstrate their current expertise and qualifications to effectively build the capacity of TUPE-funded local lead agencies (LLAs) by describing their ability to: • Build capacity in best practices and procedures to prevent or reduce tobacco use among students. • Make successful connections to resources, expertise, and coaching structures. • Facilitate successful collaboration among local educational agencies (LEAs), LLAs, and other tobacco control partners.
Capacity Building Provider GrantApplication Requirements (2) Capacity Builder • Demonstrate experience assisting LEAs through professional trainings to build teacher, school, and district staff knowledge about youth tobacco prevention. • Demonstrate experience supporting LEAs in meeting the requirements of the TUPE Program. • Demonstrate experience in assisting LEAs to develop, implement, and evaluate a health education program. • Describe proposed methods to assessLEA needs. • Describe proposed plan to partnerwith CDE’s contractors to offer extensive youth tobacco prevention and intervention activities.
Capacity Building Provider GrantApplication Requirements (3) Resource Connector • Demonstrate experience in developing best practices to reduce the initiation and use of tobacco products. • Describe proposed methods for creating opportunities for LEAs to share local materials and exchange information with others. • Describe proposed methods to connect LEAs to LLAs and other tobacco control partners.
Capacity Building Provider GrantApplication Requirements (4) Facilitator • Demonstrate experience facilitating the implementation of training materials regarding the needs, challenges, and barriers facing students around the use of tobacco products. Describe proposed methods to accomplish this if awarded grant. • Demonstrate experiencedelivering ongoing workshops and coaching via the internet. Describe proposed methods to accomplish this if awarded grant.
Capacity Building Provider GrantApplication Narrative Requirements Project Budget Provide a summary of costs as well as a justification for each item listed in the RFA. The proposed budget must not exceed $5.5 million for the 33-month grant period. Elements: • Every dollar amount proposed must be fully explained. • Specify each position funded by the project on a separate line item. The time base and annual cost must be included. • Provide clear unit cost computations for each budget item. • Provide details on all personnel and non-personnel costs. • Provide a subtotal for each object code.

Capacity Building Provider GrantScoring Rubric (2) Each response provided will be evaluated using the following criteria: • Outstanding: The response is very clear, extremely detailed and relevant, and presents a compelling argument supporting the proposal and the intent of the program. • Complete: The response is clear and detailed and presents a persuasive argument supporting the proposal and the intent of the program. • Sufficient: The response addresses the question(s) adequately, provides support for the proposal, and supports the intent of the program.
Capacity Building Provider GrantScoring Rubric (3) • Developing: The response partially addresses the questions, provides limited support for the proposal, or partially supports the intent of the program. • Weak: The response does not address the question(s) or a response was not provided. Information presented does not provide any understanding of the applicant’s intent, provides limited information requested by the RFA, or does not support the intent of the program.
