Objectives Democratisation and Peacebuilding • Overall: In countries where ICCO works, to contribute to a situation in which positive peace, human rights and democratic processes and structures are guaranteed and consolidated.
Specific Objectives • Democratisation: Contributing to a situation in which all those concerned, especially members of marginalised groups, can participate effectively in the political decision making process, and can hold the administration at all levels accountable for its policy. • Peacebuilding: Contributing to a situation in which causes and consequences of conflicts within and between states can be successfully dealt with, a contribution can be made to prevent the escalation of conflicts, and negative consequences of conflicts can be limited. • Justice: Contributing to a situation in which the civil, political, economic, social and cultural rights of civilians are respected and violations of rights are addressed.

Context Africa and Middle East • Continuing poverty, decreasing growth figures • Widespread corruption • Despite regular elections and multi party systems in most countries, no true democracy • Positive development NEPAD peer review mechanism positive development
Context (cont’d) • Some long term conflicts ended –peace agreements signed • Return ex combatants and refugees / IDPs leading to need for (re)integration and possibility of land and other conflicts • Ethnic or intractable conflicts, often localised to one or more regions in the country – often linked with local power bases and / or access to natural resources • Role ICC in 3 African States – renewed discussion on relationship between peace and justice
Context (cont’d) • Breakdown of social infrastructure, human rights violations, damage to the environment and extreme poverty • Gender-Based Violence, primarily in conflict situations • Violation of ESC and CP rights, limited access to justice for many groups
D&P programmeDemocratisation 1. Civil participation and ESC rights: fair balance between the interests of different groups. Civil participation in light of decentralisation processes, creating conditions for peaceful mobilisation of grassroots movements, strengthening multi actor processes for democratisation, including democratisation and socio-economic development. 2. Institutionalising accountability: strengthening the watchdog role of civil society, limiting unequal power of army and elites, strengthening democratic culture in different sectors including civil society, businesses and international community
D&P ProgrammePeacebuilding 1. Conflict transformation: during conflict; peace dialogue, breaking down of enemy images, deal with structural causes, strengthening interaction between different tracks and actors. 2. Transitional support: reconstruction, institutional reform, reintegration of returnees, ex-combatants and communities, and psycho-social support. 3. Gender based violence: violence against women in conflict situation – prevention, counselling and fight against impunity 4. Inter-religious dialogue: religion as source for peace 5. Youth and violence: Prevention at community level, decreasing distance between policy and practice and strengthening socio-economic policy aimed at youth
D&P ProgrammeJustice • Impunity: specific attention for transitional justice processes in post-conflict situations (judicial action, institutional reform, truth, reconciliation and compensation) and protection of human rights activists • Legal position of minorities and marginalised groups: Protection of indigenous peoples, minorities, small farmers, landless people, etc. Strengthening ESC rights, as well as collective and cultural rights. • Land rights: promoting land reform and access to land, land rights for women, monitoring of vulnerable groups
Roles of ICCO • Capacity building of partner network • Knowledge management, i.e. networks with Pax Christi and LPI • Increased cooperation between themes (land rights, social enterprises, emergency assistance) • Linkage – “makelaar” role • Lobby and advocacy • Improved planning, monitoring and evaluation • Renewal agenda – co-responsibility – ICCO 2010
