David Wilmot of PA proposed that Congress ban slavery in all territories that might become part of the US as a result of the Mexican-American War. It was passed in the H of R, but it failed in the Senate.

The Kansas-Nebraska Act was passed by the U.S. Congress on May 30, 1854. It allowed people in the territories of Kansas and Nebraska to decide for themselves whether or not to allow slavery within their borders. The Act served to repeal the Missouri Compromise of 1820 which prohibited slavery north of latitude 36°30´.
Chief Justice Roger B. Taney said Scott was not a free man for 2 reasons: 1) Scott had no right to sue in federal court because African Americans were not citizens. 2)Living in free territory did not make an enslaved person free.
How did State Power vs. Federal Power lead to problems between the North and the South?
It lead to problems because most of the Northern states thought the federal government should hold more power. The Southern states believed each state should have the same power as the federal government.
