GOVERNANCE OF THE POLICE - “Who polices’ the police” • Currently undertaken by the Lancashire Police Authority. • A Committee of 17 members: • 9 Local Authority Councillors • 8 Independent Members Transfers to the Police and Crime Commissioner for Lancashire in November. A single, elected, official representing all the residents in the Lancashire Police force area: Lancashire County Council, Blackpool and Blackburn with Darwen
THE POLICE AND CRIME COMMISSIONER (PCC) • Will hold the Chief Constable to account • Be able to “hire and fire” the Chief Constable • Set the priorities for the Constabulary • Will set the Budget for the police • Will be responsible for setting the Council Tax Precept – how much you will pay for policing.
THE POLICE AND CRIME COMMISSIONER (PCC) “Bringing the voice of the people into policing and bring the community together to tackle crime” (Home Office publication “Have You Got What It Takes?”) • Commissioner expected to represent the interests of the local community by: • Listening to local people • - Listening to local community and voluntary groups • - Listening to existing community representatives – councillors, community leaders etc
THE POLICE AND CRIME COMMISSIONER (PCC) • Will set the priorities for the Constabulary and will provide a lead for crime, disorder and Anti-Social Behaviour issues. • Will report on how well the Constabulary is performing. • Will produce a Police and Crime Plan that will contain the priorities, the budget and how the Chief Constable will be held to account. • Will include details of funding for community safety projects and initiatives POLICE AND CRIME PLAN
THE POLICE AND CRIME COMMISSIONER (PCC) “Who holds the Police and Crime Commissioner to account?” • The LancashirePolice and Crime Panel made up of 18 local Councillors and 2 Independent members. • Able to call the Police and Crime Commissioner to meetings and question him/her. • Able to veto the proposed council tax precept. • YOU ..... Every 4 years at the ballot box
