  1. Secretariat Introduction by Jim Bourke, Senior Forestry Trade Analyst, Forest Products Division, FAO Presentation: Eric Boilley, Le Commerce du Bois Discussion CERTIFIED FOREST PRODUCTS TIMBER COMMITTEE Fifty-eighth session

  2. Overview of Forest Products Annual Market Review, 1999-2000 main findings Summary of country market statements Global summary Important questions OUTLINE TIMBER COMMITTEE Fifty-eighth session

  3. In 1998 the Timber Committee added a new section to its market discussions and Forest Products Annual Market Review in order to follow the markets for CFPs. 1998 - produced a Geneva Timber and Forest Discussion Paper on “The Status of Forest Certification in the ECE Region”. 1999 and 2000 prepared “Forest Certification Update for the ECE Region”. WHAT IS THE TIMBER COMMITTEE’s AND FAO’s INTEREST IN CFPS? TIMBER COMMITTEE Fifty-eighth session

  4. The Timber Committee follows developments which may have effects on forest products markets. The Timber Committee and FAO neither judge the merits of different systems nor have taken a position on certification. FAO maintains an interest on global trends, problems and opportunities. It is concerned with both market and with forest management aspects. It is closely involved in C&I processes. TIMBER COMMITTEE AND FAO TIMBER COMMITTEE Fifty-eighth session

  5. Potential supply of certified forest products is growing faster than market demand. Market demand for certified forest products continues to be largely from retailers - not final consumers. There is a view that certification has value as a communication and marketing tool, in addition to its primary objective of encouraging sustainable forest management. Forest Products Annual Market Review, 1999-2000 major findings (1 of 2) TIMBER COMMITTEE Fifty-eighth session

  6. Over 90% of the world’s certified forests are in the ECE region (which includes North America). Few are in developing countries. The new Pan-European Forest Certification system may double the forest area certified in Europe within 2 years. Forest area is not a good indicator of products marketed. Some forestlands are achieving multiple certifications and mutual recognition between certification schemes is being initiated. Forest Products Annual Market Review, 1999-2000 findings (2 of 2) TIMBER COMMITTEE Fifty-eighth session

  7. Only a few countries mentioned certification - and most only briefly (Czech Rep., France, Germany, Ireland, Netherlands, Romania, Switzerland, UK). Points Noted: continued interest in certification progress on recognizing the FSC and PEFC little information is available on the market situation COUNTRY MARKET STATEMENTS (1 OF 2) TIMBER COMMITTEE Fifty-eighth session

  8. but certified products have limited market share Netherlands - Dutch Parliament (Lower House) is intent on introducing the “red and green” mandatory labeling of timber and paper products SUMMARY OF COUNTRY MARKET STATEMENTS (2 OF 2) TIMBER COMMITTEE Fifty-eighth session

  9. GLOBAL SUMMARY (1 OF 2) • Continual change • Increasing acceptance of certification • Area is growing globally but still small % of world’s forests • Little of the certified area is in developing countries, but development of schemes in e.g. Malaysia and Indonesia is underway • Increasing areas in Canada and USA • Expanding interest in PEFC system TIMBER COMMITTEE Fifty-eighth session

  10. GLOBAL SUMMARY (2 OF 2) • Main markets indicating demand - parts of Western Europe, parts of USA • Growing interest in some form of mutual recognition between systems • Continuing uncertainties regarding market demand, prices, link to sustainable management of forests with greatest problems TIMBER COMMITTEE Fifty-eighth session

  11. What is the true demand for CFPs? Volume or value of CFPs produced and sold? Current and future market share? Consumer recognition of CFPs? Effectiveness of certification in bringing about sustainable forest management? A trade barrier? IMPORTANT QUESTIONS TIMBER COMMITTEE Fifty-eighth session

  12. Mr. Eric Boilley, Le Commerce du Bois followed byGeneral Discussion NEXT CERTIFIED FOREST PRODUCTS PRESENTATION TIMBER COMMITTEE Fifty-eighth session
