How Are Reports Judged? • Each Report is read and scored independently by each of the six Directors. • Grades are assigned to each report (1 – 10) • Proper Category and quarter • Quality of the Activity • Originality of the Activity

Who Wins? • Council with the highest combined score for all three quarters within each category wins State Award. • Council with the best program in each category wins Supreme Award. • Everyone who participates
