The DPRS • In November 2003 the Government of the Republic of Montenegro adopted the Development and Poverty Reduction Strategy (DPRS); The implementation started immediately after its adoption; • The poverty rate was 12.2%, while one third of the population (34%) was classified as economically vulnerable. • The First Progress Report was adopted in July 2005.

MAIN OBJECTIVES • Creation of the conditions for self-sustainable and equitable economic growth; • Decrease of the social exclusion; • Definition of the key poverty indicators in accordance with Millennium Development Goals (MDGs) and assess them through an integrated system of monitoring and evaluation.

POVERTY PROFILE • Absolute poverty in Montenegro affects 10.9% of population (between 8.4 and 13.6 %); • Poor people are concentrated in Centre, North and rural areas; • There are some groups which are extremely poor and socially excluded(Roma, IDPs, some rural poor); • Economic vulnerability i.e. an increased risk of poverty is far more difficult social problem and comprises one fifth of the population;

POVERTY DATA • The Government of Montenegro entrusted the national statistics – MONSTAT with collecting and processing poverty data, so as regularly informing state authorities and public on its findings. • MONSTAT is currently processing data for 2005 and 2006 with the support of the WB experts. Those data will be presented in July 2007. • The Household Budget Survey carried out by the MONSTAT differs from the Surveys done by the Institute for Strategic Studies and Prognosis (ISSP), therefore the data will not be comparable.

  6. Updated DPRS text • In December 2006 the Government of Montenegro entrusted the Ministry of Health, Labour and Social Welfare with the development of the updated text of the DPRS; • The areas covered by the updated document are: health, education, social protection, labour market and statistics. • The updated Document – Strategy for poverty alleviation and social exclusion -is based on the ideas, objectives and strategic directions of the DPRS and, apart from poverty, includes social exclusion – which makes a linkage amongmaterial, social and psychological aspects of living standard.

  7. FUTURE CHALLENGES Areas to be strengthened: • Support to the Ministry of Finance in creation of the Program Budget and development of the medium term expenditure framework -MTEF; • DPRS M&E System; • Support to the MONSTAT in building capacities for permanent reporting on poverty; • DPRS participatory mechanisms, ownership and popular support for reforms.
