Overview of Project Objectives • General Recommendations. Using its professional judgment, and based on the utility meetings, the Contractor will recommend how the RTF can help small and rural utilities achieve more conservation through improved deemed measures and simplified M&V protocols. • RTF-Specific Recommendations. Based on the charter of the RTF and other applicable documents, and based on the utility meetings, the Contractor will make detailed recommendations that identify specific RTF technical-assistance needs. • Develop/Revise New/Existing Deemed Measures and M&V Protocols. As remaining budget and time allow, and as approved by the RTF and the RTF Subcommittee, the Contractor will implement its highest priority recommendations, which may include developing and revising deemed savings and simplified M&V protocols, and developing process guidelines for the RTF and small utilities.
Overview of Project Methodology • Review reporting databases • Identify criteria for “small,” “rural,” and “residential” • Select utilities based on review of reporting databases • Develop interview guide based on review of reporting databases • Interview 20 utilities • Analyze interview results • Develop recommendations based on interview findings • If available budget, implement some recommendations
Overarching Interview Findings and Conclusions • The utilities should be segmented in order to zero in on unique challenges and opportunities • The utilities by and large want measures/programs that: • Are deemed and easy to implement • Achieve high savings • Don’t change very often • Many utilities focus on deemed measures and appear to require process improvements and strategic support, rather than technical changes to measures • Many utilities are not aware of what the RTF or NEEA do
Planned Structural/Content Changes Based on Early Feedback • Refocus introduction on the context and content of the project, not the PTR and BPA • Include an appendix with tabular summaries of interview responses (ranking and open ended) • Clarify that Section 3 summarizes pre-interview analysis, not interview findings • In Section 4, include more specific examples of findings, with references to interview data • In Section 4, present salient themes, including those that don’t fall directly within the project scope • Reorganize and clarify specific steps that the RTF/BPA can take to support the small/rural utilities
