Fibers @SURFnet • *Managed* dark fiber • IRU for 15 years (upfront payment and maint) • October 2003: ±3000 km managed dark fiber • In 2004: last fibers routes added to be “self-supporting fiber-wise” (e.g. Wageningen, Maastricht and Den Haag)

SURFnet’s advice to local/city governments • The government is expected to organize its internal matters efficiently and buy rationally • Buying power with city government leaves government in a safe “launching customer” role • No market disruption as long as the line is not crossed between “take care of your self” and “delivery to third parties” is not crossed
