Valuing Employment Now -The big messages • People with learning disabilities have missed out on the progress that has been made for other disabled people • People should assume from a young age that they will get a job one day. Work shouldn’t be optional • ‘Work’ means real, paid jobs that meet genuine employer need, or self employment, and full time if possible
Valuing Employment Now -The big messages • People with profound and complex disabilities should not be excluded from work • We need to use existing money differently • We need to raise expectations and create culture change • We need strong leadership to carry this work forward
Valuing Employment Now -The Goal • We want to increase radically the number of people with moderate and severe learning disabilities in employment by 2025 • As many people as possible should be working 16 hours a week • We want to ‘close the gap’ • This means 45,000 more people in work in England by 2025
Valuing Employment Now – What needs to happen? • Changing attitudes • Promote the fact that people can work and have a right to work • Parental awareness campaign • Workforce training • Demonstration sites • Promoting best practice • Public sector to employ people with learning disabilities

Joint working for individual employment paths • Strong partnership working • Services and support brought together around the individual • Funding supports used creatively • Transition plans promote employment • Local Authorities ensure that college courses lead to job outcomes • Local Authorities commission supported employment

Work preparation at school and college • Work experience at school to be strongly promoted • OFSTED review to consider changes to the curriculum and assessment process • Internships to provide entry to Apprenticeships • Job coaches to be funded under the Foundation Learning Tier

Personal budgets and social care • DH to issue guidance to social care services on person centred planning for employment • Support broker sites will demonstrate how personal budgets can be used for work • Day centre resources can be released to pay for supported employment

More high quality job coaching • Quality standards for job coaching to be published 2009 • Strategy to grow the workforce of job coaches in 2010 • Access to Work will support work trials • DWP’s new disability employment programme to deliver for people with learning disabilities

Promoting the business case • DWP to offer 400 employment opportunites • DH, Cabinet Office and DCSF to recruit people • Guidance for government departments on how to target people with learning disabilities • All public bodies to become exemplar employers

Valuing Employment Now – The delivery plan • Cross – government National delivery team based in Office of National Director in DH • LDPBs will oversee and monitor local delivery • Deputy Regional Directors and Valuing People programme leads will develop regional targets and make sure there is capacity to implement Valuing Employment Now
