  1. Traffic Operations Program Integration Review Strategic Plan Executive Summary December 31, 2010

Purpose for Integration Review • To evaluate existing WisDOT Traffic Operations organizational functionality, operations, ITS maintenance, and technical capacities • Identify opportunities for program structure efficiencies, improved resource utilization, potential cost-savings, and streamlining processes and methodologies • Timing was key opportunity • New WisDOT Bureau of Traffic Operations • New State Administration • Focused approach to resource needs, operational synergy, and linking traffic operations to broader economic sustainability issues

Process to Develop the Strategic Plan • Incorporated key synergies from concurrent initiatives • Relevant documentation were reviewed • Stakeholders were included in reviews, one-on-one meetings, and workshops • Two stand-alone documents were prepared • STOC Operations Model Assessment • ITS Maintenance Program Review • Relevant recommendations from these efforts have been carried forward into the Integration Review Strategic Plan

S-W-O-T • Strengths-Weaknesses-Opportunities-Threats (SWOT) • Guide development and prioritization of strategic initiatives • Identifies the gaps and issues from an internal perspective and an external partnership/support perspective • The outcomes of the SWOT, the weaknesses and opportunities, were carried forward to develop the Program Focus Areas

  6. Program Focus Areas • External Focus (Traveler and Taxpayer) • Performance Management • Operations and Sustainability of Operations • System Integrity and Reliability • Operations Programmatic Alignment • Culture

Timeframes/Priority Recommendations • Strategic recommendations will allow WisDOT’s BTO to become postured organizationally to benefit the most from established programs and relationships • Encourages future planning strategies through systems engineering based approaches • Timeframes for recommendations: • Near-term (0-1 year) – Foundation Activities • Mid-term (1-4 years) – Stabilize Operations Model • Long-term (4+ years) – Operational Sustainability

Performance Management and Metrics • Internal – Operational Efficiency • System and device reliability • Device maintenance metrics • Contractor metrics • External – Impacts to Network Performance and Customer • Mobility, travel time, safety • Work zone delay • Customer awareness and satisfaction • BTO needs to measure both internal and external measures

Using and Applying Outcomes from the Plan • The Strategic Plan should be used as a reference during annualized process reviews and plan/funding activities • Provides input to BTO processes currently being established • Synergies among other group/Bureau/Division processes: • Safety and SHSP • SHIP and Project Development • Work Zone Annualized process, TMP requirements and policy
