  4. WHAT WE ARE PROCURING ENGINEERING, MANAGEMENT, AND OVERSIGHT SERVICES In support of the Decommissioning of the NS SAVANNAH

  5. MANDATORY Citizenship Requirement • This solicitation is restricted to United States citizens of U.S. owned and operated companies • Executed Affidavit of United States Citizenship is a requirement

DDR EXCLUSION • MARAD will exclude the Engineering Management Oversight Services (EMOS) contractor as well as any sub-contractors from proposing on the future Decommissioning, Decontamination, and Remediation (DDR) solicitation • Exclusion is based on the EMOS contract requirement to assist in the development of the DDR Statement of Work

  7. TYPE OF CONTRACT • Fixed Price Indefinite Delivery Indefinite Quantity Contract • Estimated value of $10M over the life of the contract

  8. Contract Period of Performance • One year base contract with a potential for eight one-year options • Estimated time needed to complete • Industrial Activities • NCR Review Process for License Termination

  9. SAVANNAH project Dismantle and dispose of the vessel’s remaining nuclear facilities Terminate the NRC license and free-release the vessel for future reuse Purpose of this solicitation Procure Engineering, Management and Oversight Services (EMOS) for the project OBJECTIVE AND APPROACH

  10. MARAD has developed a three phased approach for this project: Phase I – Pre-Decommissioning (planning & scheduling Phase II –Decommissioning – Industrial Activity (Monitoring and Oversight) Phase III – Post Decommissioning (License Termination) OBJECTIVE AND APPROACH

  11. Phase I – Pre-Decommissioning Planning & Scheduling • Encompasses • Planning and engineering services to define the industrial work required to complete the decommissioning of the N.S. SAVANNAH nuclear facility • Decommissioning Planning & Estimating for Phase II industrial activities. • License Support • Shipping Cask Analysis • Public Awareness Support

  12. Phase I – Pre-Decommissioning Planning & Scheduling • Decommissioning Planning & Estimating for Phase II encompasses: • Decommissioning Decontamination & Remediation (DDR) Planning • Develop of DDR Statement of Work • Develop a project specific Work Breakdown Structure (WBS)

  13. Phase I –Pre-Decommissioning Planning & Scheduling • Further requirements • Develop a Cost Estimate for DDR contract • Identify the equipment and materials to be removed by the DDR contractor • Develop Oversight Methodologies and Plans

  14. Phase I - LICENSE SUPPORT • Review and analyze for applicability existing Federal, State & Local regulations governing the DDR process • Assist MARAD with the preparation of documents and reports necessary for NRC approval of decommissioning activities

Phase I - LICENSE SUPPORT • Encompasses (not all inclusive) • Regulatory Updates • Periodic Final Safety Analysis Report (FSAR) Updates • Engineering Support for 10 CFR 50.59 Reviews • Review and comment on Decommissioning Plan • Review and comment on Cost Estimate • Assist in development of the License Termination Plan (LTP)

Phase I - LICENSE SUPPORT • This task shall include but is not limited to: • Regulatory Updates • Periodic Final Safety Analysis Report (FSAR) Updates • Engineering Support for 10 CFR 50.59 Reviews • Review and comment on Decommissioning Plan • Review and comment on Cost Estimate • Assist in development of the License Termination Plan (LTP)

Phase I - LICENSE SUPPORT • Tasks (continued) • Quality Assurance Support and Planning • Support MARAD in preparation of responses to NRC’s request for additional information (RAI) • Shipping Cask Analysis • The contractor shall conduct an analysis for a requirement for a shipping cask to transport the RPV to its disposal site • If required define the shipping cask design package and assist in its procurement.

PHASE II - DECOMMISSIONING INDUSTRIAL ACTIVITY • Primary objective • Conduct day-to-day oversight /monitoring of the DDR contract/contractor along with the MARAD Facility Site Manager (FSM). • The oversight/monitoring shall include but is not limited to: • Assist MARAD in monitoring and assuring that all decommissioning and dismantlement activities to be performed are conducted in complete safety and adherence to Federal, State and Local regulations; contractual requirements and NRC’s Decommissioning Order

PHASE II - DECOMMISSIONING INDUSTRIAL ACTIVITY • Provide oversight of the DDR contractor and report non-compliance with any and all provisions of the NRC Decommissioning Order • Review, comment and make recommendations regarding the DDR contractor’s QA plan • Review, comment and make recommendations regarding the DDR contractor’s WBS, scheduling and task cost estimate

PHASE III- LICENSE TERMINATION • The contractor shall assist MARAD in the execution of the LTP as follows: • Assist with scheduling and coordination of the LTP surveys • Monitor and report on performance to schedule for the LTP • Assist with resolutions of survey problems • Monitor the DDR contractor’s compliance to “Clean Space” LTP requirements

PHASE III- LICENSE TERMINATION • Final Radiological Characterization Status Survey • The contractor shall prepare the specification for the final radiological characterization survey of the vessel’s key areas i.e., the decommissioned and remediated areas. • The contractor shall provide a report, documenting the methodology utilized, the results and the conclusions drawn from the results of the survey

  24. PHASE I - II & III ADMINISTRATIVE REQUIREMENTS • Document Management • MARAD intends to deploy Documentum, a document management system and will provide access to this system in accordance with established procedures

INSTRUCTION TO OFFERORS – COMMERCIAL ITEMS • The Government intends to evaluate the proposals and award a contract without discussions • Offeror's initial proposal should contain the Offeror’s best terms from a technical/management and price standpoint • The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary

INSTRUCTION TO OFFERORS – COMMERCIAL ITEMS • It is extremely important that the Offeror read and under stand the instructions provided in this section of the solicitation • ELECTRONIC PROPOSAL INSTRUCTION – • In order to be considered for award, offeror must submit their proposal electronically via the Virtual Office of Acquisition (VOA) website https://voa@marad.dot.gov • Proposals NOT submitted via VOAwill NOT be accepted or evaluated

INSTRUCTION TO OFFERORS – COMMERCIAL ITEMS • Past Performance, Technical/Management and Price sections have specific questions or fill-in areas which will be featured on individual screens within VOA • Offerors will have limited space to provide responses to each question (6000 characters for most spaces) • The Offeror is responsible for the validation of their submittal prior to final submission or their proposal • Specific VOA submission instructions will be available on the Website

  28. INSTRUCTION TO OFFERORS – COMMERCIAL ITEMS Proposal Submission: • Factor 1 – Past Performance • 6 Questions • Factor 2 – Technical/Management • 7 Sub-factors (19 Questions) • Factor 3 – Price • The offeror is required propose labor categories and corresponding labor rates as directed

INSTRUCTION TO OFFERORS – COMMERCIAL ITEMS Factor 4 - Oral Presentations • Following the evaluation of Factors 1 through 3 a competitive range will be established • Offerors included in the competitive range shall make an informational oral presentation • Intent of the oral presentation • Evaluate the offeror’s understanding of the technical requirements • Assessment of the ability to communicate technical information to the Government

EVALUATION • Best value, single award acquisition • MARAD intends to award one contract to the offeror deemed responsible in accordance with FAR 9.204 • MARAD will award to the responsible offeror whose offer conforming to the solicitation is evaluated to be most advantageous to the Government, price and other factors considered. • Evaluation factors for this Solicitation: • Past Performance • Technical/Management • Evaluated Price • Oral Presentation

EVALUATION • Past performance and technical/management are significantly more important than evaluated price and tradeoffs are permitted with past performance, technical/management, price and/or oral presentation • A tradeoff process is appropriate when it may be in the best interest of the Government to consider award to other than the lowest priced offeror or other than the highest technically rated offeror

EVALUATION Factor 1 -PAST PERFORMANCE • Evaluation of past performance: • Quality of Technical Approach • Effective and Efficient Use of Resources • Effective and Efficient Use of Subcontractors • Customer Satisfaction • Business Behavior • Cost Control • Timeliness of Performance • Understanding of Requirements

EVALUATION Factor 1 -PAST PERFORMANCE • Basis • Input from offerors • Information from other Government sources such as the National Institute of Health (NIH) past performance database, and/or the Department of the Navy's Past Performance Information Retrieval System (PPIRS)) • Other sources as appropriate • Offerors without relevant past performance will be rated “neutral” IAW regulatory requirements

  34. EVALUATION – TECHNICAL/MANAGEMENT • Basis • Assessment of the offeror’s understanding of the technical/management requirements • Evaluation of the offeror’s proposed approach • Evaluation of proposed key personnel and their relative experience

EVALUATION – Factor 3 Evaluated Price • Price will be evaluated for realism and reasonableness as set forth below: • Evaluated price – • The total estimated price will be evaluated based on a notional schedule (see Amendment 001) for the base year and the option years • Evaluated price – total price for the base year and all option years

  36. EVALUATION – Factor 3 Evaluated Price • Price Realism - The Offeror’s mix of labor categories and labor hours will be reviewed to determine whether the price proposed is realistic for the technical approach offered • Adequacy of the Offeror’s compensation package for professional employees
