Objectives for the day By the end of the day CFs will: • Understand big picture purpose of BROP • Improve action plan in relation to indicators that need clearer next steps • Understand GMP/BROP grading • Complete GMP/BROP document • Identify steps needed to set up monitoring of BC, BR, and TR [if we have time]

Presentation 1. The overarching objectives of MPA Governance (BR framework) 2. The phases of MPA Governance (PEP 2 methodology)
1. MPA Governance Framework (BR): Objectives Based on the cohort hypothesis: • Improve MPA governance • Improve MPA enforcement • Each MPA should reach 1 level higher or maintain Level 3 “enforced” or higher by July 2012
Why MPA governance and enforcement? • Identified as the 2 key BR strategies during initial evaluation of TOC documents in March 2010 (Cebu workshop). • Governance= the processes by which leaders are selected and how organizational policies are formulated and reviewed • Enforcementis an important part of Governance and essential to MPA success so we highlighted it
TWG [in place with EO] • Integral part of the BR and Social Marketing infrastructure • Assist with implementation of MPA governance (BR) and Social Marketing campaign • Done, but needs strengthening
1. PCRA • Setting up ManCom-Done, but needs to be guided constantly and strengthened • MERF Baseline-Done, but need to inform Monitoring Plan [CR portion], updated annually • Community reef monitoring-Done, but need to inform Monitoring Plan and strengthen the team; updated annually • PCRA FGDs-Done, but need to be updated annually • MPA Effectiveness-Done, but need to be repeated in June 2012

Improving your MPA-GMP [2:30-4:00]
Objectives: • At the end of the session the CFs will be able to: • Explain how the MPA Governance and Management Plan (MPA-GMP) fits into the PEP Methodology and Campaign plan • Identify gaps in the document and finalize your MPA GMP

Objectives of MPA-GMP: • To be the steering document for all MPAs to achieve governance and enforcement [Level 3 ‘enforced’] • To consolidate the results of all the PCRA into action plan and provide a guide for implementers • To clarify who, what, how and when for MPA governance plus source, support needed
What is MPA-GMP (BROP)? • A guide for the implementers (TWG / ManCom) that analyzes results of PCRA and offers a road map for improving MPA governance • A document containing what, when who, budget • A living document that will be enhanced throughout the Module 3
