3. Old NIBIN Mission In 1999, ATF established and began administration of the National Integrated Ballistic Information Network (NIBIN). In this program, ATF administers automated ballistic imaging technology for NIBIN Partners in the United States that have entered into a formal agreement with ATF to enter ballistic information into NIBIN. Partners use Integrated Ballistic Identification Systems (IBIS) to acquire digital images of the markings made on fired cartridge cases and bullets recovered from a crime scene or a crime gun test fire and then compare those images (in a matter of hours) against earlier NIBIN entries via electronic image comparison. If a high-confidence candidate for a match emerges, firearms examiners compare the original evidence with a microscope to confirm the match or NIBIN “hit”. By searching in an automated environment either locally, regionally, or nationally, NIBIN Partners are able to discover links between crimes more quickly, including links that would never have been identified absent the technology.

13. 9/29/1995 – Glock is purchased. • 9/30/1995- Victim was shot and killed. • 9/28/2003- CPD recovered a Glock 9mm. • 6/22/2004- NIBIN linked the Glock 9mm. • 10/2/2004- Glock 9mm is traced. • 10/7/2004- Interview of purchaser and identify shooter/offender. • 5/18/2005- Offender was arrested . • 8/20/2007- Guilty verdict for both murder and attempt murder. • 9/28/2007- Offender was sentenced to 50 years IDOC.

15. Denver Crime Gun Investigation • During May, 2011, a shooting occurred outside a Denver Night Club soon after a brawl inside the bar. Numerous .40 caliber shell casings were recovered at the scene and subsequently entered into the Denver PD NIBIN System. Witnesses identified the suspect by his first name only and as a member of a local street gang. • During August, 2011, a shooting inside a Denver when a patron pulled out a gun and fired a warning shot during a fight. As the shooter drove away, he fired numerous rounds causing damage to the front of the bar. Numerous casings were recovered and entered into the Denver NIBIN System. Witnesses identified the shooter by his first name only. • During September, 2011, DPD Officers were dispatched to a fatal shooting in a bar.  A suspect was subsequently arrested with a firearm. The firearm was test-fired and entered into NIBIN which linked the gun to the previous shootings. • On 4/13/14, Louis Meza was sentenced to life in prison with no possibility of parole.

16. Cleveland PD NIBIN • During January 2012, a suspect fired a pistol during a domestic violence incident. The Girlfriend picked up the casings and submitted them to CPD. • During January 2012, a suspect shot a clerk during a robbery. NIBIN matched casings at the scene to the previous domestic violence incident. • During March 2012, a homicide occurred. NIBIN matched the shell casings at the scene to the previous two incidents. • DuringJuly 2012, a firearm was recovered from a vehicle. The suspect in the first shooting was in the vehicle. • LE SENSITIVE – CASE STILL PROGRESSING

20. TIMELINESS • NIBIN must provide investigative leads within 48 hours on incident. • Processes must be developed to ensure timeliness • DNA and Latent Prints convict – NIBIN provides leads. NIBIN must be timely

21. FOLLOW UP • Analysts must provide intelligence packages to investigators with a day • Investigators must follow up on NIBIN hits to identify shooters • Prosecutors must view anyone shooting a gun repeatedly in a city as a threat to public safety

22. FEEDBACK LOOP • Everyone involved must be informed that they were part of a successful investigation • From the patrol officer, to the NIBIN tech, to the Firearms Examiner, to the detective and the prosecutor • This allows constant review of the process • This is also the documentation that ensures continued funding
