DoD Information Sharing Implementation Recommendation AFEI ISWG – How We Got Here • DoD ASD(NII)/DoD CIO requested AFEI to form an Information Sharing Working Group (ISWG) to bring together Senior Leadership from: • Federal Government • State & Local Government • Private Sector • Academia • Working Group was asked to produce Recommendations and a Checklist for Implementing Governance within large federated environments

DoD Information Sharing Implementation Recommendation AFEI ISWG – How We Got Here • AFEI Information Sharing Working Group (ISWG) formed, co-chaired by: • Bryan Aucoin – Enterra Solutions • Jarl Magnusson - DNV • AFEI ISWG assembled Core Group of Senior level Representatives: • AFEI ISWG Core Group agreed to meet on a regular basis to discuss and review deliverables

DoD Information Sharing Implementation Recommendation AFEI ISWG Recommendations - Purpose • To provide concepts and approaches for the Governance of Information Sharing in large federated environments • The ISWG is focused on governance concepts and approaches that are: • Self-forming, self-organizing and self-regulating • Required to support the establishment and maintenance of trust relationships for sharing . • Agile: supporting rapid change in business/mission requirements • Light-weight: can be reliably implemented with minimal additional administrative burden

DoD Information Sharing Implementation Recommendation • Recommendations within this report apply to the Department of Defense (DoD) and between DoD and its mission partners in the extended enterprise: • The U.S. Federal Enterprise • Coalitions led by the United States (U.S.) • State, Local and Tribal partners inside the U.S. • The Aerospace/Defense Community to include the Transglobal Secure Collaboration Program • Recommendations within this report are driven by the five DoD Information Sharing Strategy Touchstones : • Culture – the “Will” to Share • Policy – the “Business Rules” to Share • Governance – the Sharing “Environment” • Economics & Resources – the “Value” of Sharing • Technology Infrastructure – the “Capability” to Share AFEI ISWG Recommendations - Scope

DoD Information Sharing Implementation Recommendation The Current State … “Where do we want to be ???” DoD Information Sharing – The Need • Information Sharing is a national imperative • Communities share information routinely, however, information sharing is not routine. There are still intrinsic barriers: • Culture - information is created based on an organization’s immediate requirements with little regard to the potential for “external” inter- and intra- enterprise reuse • Policy – multiple policies exist for information sharing, sensitive data, with no established methodology for policy reconciliation across the extended enterprise • Resources – few incentives, if any, for program managers to allocate resources away from funded projects to “external requirements” like information sharing • Technology – the technology already exists, need to agree on information sharing standards, architecture, implementation

DoD Information Sharing Implementation Recommendation DoD Information Sharing – The VisionThe Target State … “Where do we want to be ???” • “Deliver the power of information to ensure mission success through an agile enterprise with freedom of maneuverability across the information environment.” - DoD Information Strategy • An Information Environment that: • Promotes, Encourages, and Incentivizes Information Sharing • Achieves an Extended Enterprise • Strengthens Information Agility • Ensure Trust across organizations • A Governance framework that effects Information Sharing strategy and operations, tailored to fit the extant evolutionary stage of an enterprise • Information that is treated as a valuable, reusable asset.

DoD Information Sharing Implementation Recommendation DoD Information Sharing – Core Concepts • The ISWG introduces a new term: “Meta-Governance” • Meta-governance = the governance of governance • The purpose of meta-governance is to guide self-forming federations through a series of evolutionary stages toward best practices. • Best Practices are based on empirical analysis of IT governance • The appropriate governance style will depend on the stage of evolution • The end-game of evolution … • Information Mobility – Information Stewardship

Provide the means to arbitrate differences among federations • Phase 3: Provide the means to establish information stewardship

DoD Information Sharing Implementation Recommendation DoD Information Sharing – Phase 0 Check List“General” • Establish Information Sharing Policies for the entire extended enterprise • Establish Roles and Responsibilities for: • ASD (NII)/CIO DoD – the Meta-Governor • CoIs/CoPs – The Self-Forming Federation(s) • Information Stewards • Communicate Information Governance principles, structure and core procedures to Senior Mgmt. and to the Organization at large. • Train personnel who are responsible for the management of programs and the execution of funds in Information Sharing
