Country’s criminal policy The Prison Service of the Czech Republic as a part of the criminal justice respects the Law System of the Czech Republic, the Declaration of Human Rights and Liberty and the Council of Europe Recommendations. Pozn.:
Country’s criminal policy • The meaning and value of criminal policy is - crime control, society protection against crime acting, prevention of social pathological phenomena. • Society protection against crime is often simplify as isolation offenders from society.Task of current prison service is besides other thinks the preparation of prisoners for life after release.
The aims and functions of the prison service of the Czech Republic • The main aim of the Prison Service of the Czech Republic is to provide the execution of pre-trial detention and imprisonment and to ensure the security and order at judicial premises. • The Prison Service of the Czech Republic manages and guards prisons and detention facilities. It also provides guarding, managing and escorting of prisoners. Prison Service of the Czech Republic is involved in penology research and its outcomes are applied into the practice.
Organization unit of Prion Service • Remand prisons (10) • Prisons (25) • Detention facilities (2) Facilities with extra security and with programs focused on medical and psychological treatment, education, pedagogic, rehabilitation and activity. • Training schools (9) Major task of reintegration is to give the prisoners the access to a suitable education. All kinds of education, e.g. elementary, vocational education, secondary and university education, are provided by the Prison Service or in cooperation with other organizations.
Types of prisons • 4 basic types of prisons • Minimum Security (A, open) convicts who are sentenced for the least severe offences • Medium Security (B, semi-open) • HighSecurity (C, closed) • Maximum Security (D) convicts who are sentenced for the most severe offences
Scatter of prisoners (types of prisons) • The High security prisons - more than 9000 convicts • The maximum security prisons - roughly 1100 convicts. • Life imprisonment, 50 convicts (47 male convicts and 3 female convicts).
Future changes (types of prisons) Since 2017 will be 4 basic types reducedto only two types. • Maximum Security • High Securitywhich will be divided to three groups – low, medium a high security
Prison population - charakteristics • Prison Population in Czech Republic: • 18 658 (source: PrisonServicestatistics2014) • 177 prisoners per 100 000 inhabitants • Cumulation of problems: lowsocialskills, lowqualification (and otherbarriersto enter to thelabour market), lackofworkinghabits, debts
Relaps in Czech Republic General relaps according to official statistics is 65 % General relaps after 2 years is according to IKSP survey 48,1 % (survey from representative sample) Czech Republic is among the European countries with the highest recidivism
Prison population - Education (in 2014) The most prisoners achieve elementary or secondary vocational education: • Elementary education – 7972 prisoners (44 %) • Secondary vocationaleducation - 6 203 (37%) • University education - 256 prisoners
Special groups of detainees • Unit for prisoners who are permanently unable or not allowed to work • Units for prisoners challenged by drugaddict • Unit with enhanced technical and structural security • Specialized guarded unit for inmates with protective sexual treatment • Specialized unit for mentally retarded inmates • Unit for courtordered treatment for alcoholism, patologicalgambling and a drugs-free zone • Specialized unit for prisoners with mental disorder and conduct disorder
Juveniles (special groups of detainees) Juvenile convict has the right to receive visits orpackageoftenthenothersprisoners. Thereisspecifictreatmentforthemcalled Program TP 21 Junior: • It is especially designed for youngsters who have systematic problems with other juveniles and resolves disagreements aggression. • Under this program we are working with both the cognitive and the emotional component of the juvenile's personality • The program is divided into a morning (theorie- evidence ofaggression) session and afternoon session (group activities utilize elements of physical therapy, art therapy, relaxation, and social and psychological training)
Women (special groups of detainees) • 3 prisonor part ofprisonforwomen in the Country • In thebigestprisonforwomenis unit formothers Mothers are allowed under certain conditions take care about their children (e.g. penalty is longer then 6 months, the children are underthe age 3 years, mothers are able to pay costs for children)
Women In ST Charles Boromeo (special groups of detainees) II • A branch of Remand Prison Praha - is the imprisonment unit for female convicts under control and supervision at Řepy. The accommodation capacity is 56 places • It came to life upon the initiative of the Congregation of Sisters of the Order of St. Charles Borromeo. • Female convicts have a wide choice of work inside and outside the prison, from cleaning up to the care for patients in the bed section of the cloister. Such care can be effectuated by female convicts who passed the so-called „Sanitary Course of St. Zdislava“, which is unique in the whole Europe.
Women In ST Charles Boromeo (special groups of detainees) II • The form of treating female convicts through the care for powerless patients is very humane and helps women seek jobs in an easier way after returning to society. • In general, the running of the remand prison is ensured by 513 civilian employees and Prison Service members, who can make use of the offer of educational courses organised by the Prison Service of the Czech Republic. • At the same time, the prison supports the employees´ interest in higher education through studies at secondary and university-level schools. The prison also offers wide choices of sporting and cultural activities.
Reintegration „Treatments programs“ • Is realized by programs named „Treatments programs“ • It is set of activities compiled for each convict • Treatments programs include different activities – education, work – jobs, therapies, free time activities, motivation programs, debt counselling • One of the programs included in Treatments programs is Prison release program
Prison release program • Preparation for life out of prison. • For prisoners who are in prison for at least three years. • More liberal regime and work with convicts is focused on preparing for life outside prison (informationabout changes that have occurred during their imprisonment and preparation for facing personalaffairs) • The level of such departments varies and is influenced significantly by working with NGOs.
Reitengration programs • Focus on continuous work with customers before and after their release from prison. • In the first phase (in prison) - clientsenjoy special courses focused mainly on increasing legal awareness and communication skills and skills increasing their chances of getting a job and staying in the labor market (incentive programs, retraining courses, handicraft courses, etc. .). • Focused on increasing motivation and activities of the clients. • Courses continues after release and focuses on helping and supporting clients in solving problems in finding and keeping a job, housing, and paying off debts. • Cooperation with NGO‘s.
Reitengration programs - example of activities • Get Employment Incentive Program • Dept counselling • retraining courses (welding course, brusch cutter course, forklifts course and more, course for operation with chainsaws and mowers) • Workshops to promote work habits – for example carpentry and sewing workshops or gardening course. Products carpentry workshop are often made for handicapped children, orphanages, kindergartens and children's departments of hospitals. • Courses in financial literacy and debt solution
After-care program • Provided on a optional basic as welfare or in the form of mandatory government surveillance of ex-prisoners at risk of social failure. • By after- care program is needed collaboration of social workers with probation officers, as well as cooperation with local authorities, companies and individuals, interest groups, churches, religious communities, foundations and charities. • The greatest need of care and assistance to released persons is the first two years after release, whne is th most relapse. We call this like„Adaptation phase“.
Formal education in prison (Education) It is an educationin specific subject and finished with apprenticeship certificate or another certificate. Tere are different way of educating in prisons: • There are 9 school training center in prisons. Students get certificate on which onecan not recognize that education was in prison (it is motivatingg factor) • Certified trainings • Trainings for finishing elementary education or languages courses • Distance education at university or high school – mustbe extra allowed
Informal education in prison (Education) Educationis lead by prison staff (social and education workers): • Computer elementary course • Cooking course • Sewingcourse • Healthylifestyle • Economy and politicofthe Czech Republic • Self-study – the prisoners can get specialized publication or can use library in prisons

Activities in Prisons Rules for cooperation: • free will • motivation for change of life • possibility to attend 1 or more activities • the date of release not longer then 9 months Selection of inmates: • in cooperation with staff/coordinator in prison • in some prisons – information discussions a interviews with inmates
Programsfocused on employment ZZ Motivation Program – Get to work! Time of course: 12 (24) hours, interactive form Group: 8 – 14 or 5 – 7 inmates, 1-2 lectors 2 parts: • part: recidivism prevention (solve problems of interpersonal conflicts, emotion under control, developing of competition needed for life after release, getting over the crime past) • part: competitionneeded for getting and keeping job (CV, motivation letter, preparation for job interview…)
Programsfocused on employment Retrainingcourses • The goal is to enhance and develop prisoner‘s skills increase their success in the labor market • Blue-collar workers, the type of course is chosen according to the interest of inmate and demand on the labor market(also according to possibilities in the prison)
