ASHAssistant Secretary of Health serves as the Secretary's primary advisor on matters involving the nation's public health and oversees HHS' U.S. Public Service (PHS) for the Secretary. ASAM, PSC, MAB, CB, EAD Assistant Secretary of Administration & Management provides leadership for HHS departmental management, including human resource policy, grants management, acquisitions, and departmental operations. OCCFM The Office of Commissioned Corps Force Management develops policies and proposes regulations in order to carry out a comprehensive force management program. OSG, OFRD, ORA, OSC The Immediate Office of the Surgeon General serves as America's chief health educator by providing Americans the best scientific information available on how to improve their health and reduce the risk of illness and injury, and oversees the 6,000-member Commissioned Corps of the U.S. Public Health Service. The Office of Force Readiness & Deployment provides special deployments that address Presidential and Secretarial initiatives directed toward resolving critical public health problems. OCCOThe Office of Commissioned Corps Operations carries out the day-to-day management and administration of major commissioned corps operational functions
Slide 4 Office Description On 11 December 2003, the Office of Commissioned Corps Force Management (OCCFM) was established officially as part of the realignment of personnel oversight, administration, and management functions for the Commissioned Corps of the U.S. Public Health (Corps) within the Office of Public Health and Science (OPHS). Slide 6 Office of Director The incumbent advises the Assistant Secretary for Health (ASH) on all matters related to the direction, management, and evaluation of the Commissioned Corps and provides management oversight and leadership for OCCFM. RADM Denise Canton
Slide 7 Program Evaluation & Oversight Division • Provides assistance to Director, OCCFM in all matters relating to the development and implementation of evaluations and assessment instruments used in monitoring the progress of the Corps.
Slide 8 Workforce Policy & Plans Division • Responsible for all matters relating to the development of policies and regulations concerning the comprehensive force management of the Corps.
Slide 9 Recruitment Marketing & Information Systems Division Provides assistance to the Director, OCCFM, in all matters relating to the development of policies regulations, and programs concerning recruitment strategies, communications and marketing programs, and information systems in the support of the Corps.
Slide 10 HOT Issues Commissioned Corps Total Force ManagementProgram Total force management of the Corps is pivotal to transforming the Commissioned Corps. A “total force” management conceptual model shall be utilized to realign workforce planning, policy development, administration, and oversight functions of Corps personnel. Recruitment into the Commissioned Corps Centralized recruitment efforts are essential for the successful transformation of the Commissioned Corps. Communication Strategies for the Commissioned Corps A critical and long-standing need of the Commissioned Corps is effective communication and marketing strategies. The Corps’ capabilities for protecting and improving health of the Nation are not well recognized by the general public or among government officials at local, state and national levels. An improved communications program designed to improve public awareness and appreciation of the Corps’ contributions to the Nation’s health and safety.
