Di Bali perdagangan/ekspor ikan Napoleon telah berlangsung lama.Sebelum tahun 2005 ijin ekspor ikan Napoleon diterbitkan oleh Ditjen Perikanan Budidaya, dan tdk diperlukan dokumen CITES.Sejak tahun 2005 ikan Napoleon masuk dalam appendix II CITES, sehingga perdagangannya ke luar negeri perlu dilengkapi dengan dokumen CITES.Ada tiga perusahaan pengedar ke luar negeri /pengekspor yang berijin baik dari Ditjen Perikanan Budidaya maupun Dinas Perikanan Propinsi.Bali hanya dipakai sebagai lokasi 13
