Laws and regulations • TV Decoder Circuitry Act (1990) • Telecommunications Act (1996) • "21st Century Communications and Video Accessibility Act” “CVAA” (2010) • Caption quality petition before the FCC (since 2005!)
CVAA and Captioning • Sept. 30, 2012: prerecorded TV programming not edited for Web • March 30, 2013: live and near-live programming • (recorded less than 24 hours before air time) • Sept. 30, 2013: prerecorded programming "substantially" edited • for Web (i.e., not just changing sponsorship messages) • March 30, 2014: Archives - content already available on the Web • must be captioned if shown on TV again after that 3/30/14; • 45-day grace period; 2015: 30 days; 2016: 15 days • Plus, user control over display: Jan. 1, 2014
How and where to access captioned media • TV: Live, on demand, DVR • Online: Web sites, collections (Netflix, Hulu, iTunes, ...) • Mobile: tablets, smart phones • Movie theaters: 3 devices (CaptiView, Sony Glasses, Rear Window)
