  2. Background to MSO Project • MSO tool has been developed from GSO’s ( Generic Social Outcomes Tool) • One of the actions arising from the National Cultural Strategy “A Passion for Excellence” • Developed as part of the London Cultural Improvement Programme (LCIP)

  3. Peer Review • Used LCIP Peers to shape and test the tool and training • Involving Local Authority peers ensured the training was relevant • Fit for purpose • Useful for planning and evaluation • Added Value • Aiming for a widespread cultural change

  4. What is the MSO Tool • A simple system to plan and evaluate the impact of cultural services on wider social outcomes • Create your own bespoke framework • Link to NI’s or local area priorities • Link to sustainable community strategy • Useful at a range of levels from strategic to small projects • Provides evidence for advocacy

  5. Programme Format • 2 day training programme with 1:1 support between sessions • Overall aim to provide tools and the confidence to measure the social impact and demonstrate the value of Cultural Services • A practical course – introduces the MSO tool and evaluation techniques • Shares learning, practical analysis and cascading the methodology

  6. Cascading the methodology • Potential for borough Champions to cascade practical skills • On line training programme • Web tools • Case studies and examples • Bank of people in London who have completed the training and used the tools willing to share learning

  7. Building Engagement • Outcomes Measures identified as a key issue for the sector • CSIT self assessments and London Culture Data Access Review confirmed this • Demand was very high • Proven track record of high levels of engagement • Take up has been slightly disappointing

  8. Evaluation • Very High Levels of Satisfaction with training and 121 support • Unsure how successful the champions or web tools element will be • Undertaking a longitudinal evaluation • Not a quick win

  9. Additional Work • Consider funding bespoke training in LA’s – training larger numbers • Funding bespoke training by sector • museums improvement network • Utilising the work being undertaken by IDeA / Yew consulting to learn from other models • Joining up data and outcomes measures into performance framework
