Tipping Fee Revenue Update • Tipping fee revenue is up 1.43% in 2012 from 2011 in the first quarter. • Using the first quarter of revenue, we can project an annual tipping fee revenue total of approximately $2,980,000 based on 22% of actual annual revenue was collected during this time period over the last two years.

Amendment to District Policy and Procedure Manual Auditor of State’s Fraud Reporting System GEN.18 The Ohio Auditor of State’s office maintains a system for the reporting of fraud, including misuse of public money by any official or office. Newcomerstown Landfill Cap Repairs STW-41 – Newcomerstown Landfill Damages Resulting from AEP Trucks Driving Across the Final Cap System Under Review by the OEPA • December 19, 2011 • Ohio EPA (OEPA) requests American Electric Power (AEP) to prepare a work plan to repair damages • February 21, 2012 • AEP submits proposed work plan to the OEPA • March 12, 2012 • OEPA accepts work plan (to be completed this summer)

2011 Annual District Report (ADR) • Mailed surveys to: • 2,387 commercial businesses • 1,429 industrial businesses • 165 responders as of April 30, 2012 (65 new responders) • The District will follow up to ensure that previous responders complete the survey • ADR is due on June 1, 2012 • CCAO/OSWDO recommendation: required broker reporting of recycling tonnage
H.B. 592 Proposed Changes • Legislation that created Solid Waste Districts, how they operate and are funded • 18-month review process by the Ohio EPA (began February 2012) • Commissioners Creighton and Dr. Ferguson and Director Held serve on the CCAO/OSWDO Review Committee • Presently under review (projected mid 2013) • CCAO legislative recommendations on H.B. 592 at May 18, 2012 CCAO Board meeting (Commissioners Obrecht, Metzger & Dr. Ferguson)

2012 District Newsletter(Mailing – July 31, 2012) STW-29 Education and Awareness Program The District will distribute annually a newsletter throughout the tri-county area that summarizes local recycling options for residents and business in the District.
2012 Newsletter RFP STW-29 Education and Awareness Program Motion to approve the District’s 2012 Newsletter for an amount not to exceed $75,000 to be awarded to Freeport Press.
Stark County Health Department Well Monitoring Grant (American Landfill) STW-28 Health Department Grants – Well Monitoring • Assists residents with determining if their drinking water supply has been adversely affected by the operation of a neighboring solid waste landfill • Results will be compared to previous results to determine if there is a change in groundwater composition Motion to approve Stark County Health Department’s 2012 Well Monitoring grant request for $20,000.
