Nuclear Power Infrastructure Development Technical Meeting/Workshop on: TOPICAL ISSUES ON INFRASTRUCTURE DEVELOPMENT:MANAGING THE DEVELOPMENT OF NATIONAL INFRASTRUCTURE FORNUCLEAR POWER Vienna, 9-12 February 2010 P. Vincze Head Nuclear Power Engineering Section IAEA p.vincze@iaea.org
Introduction • A nuclear program is a major undertaking – careful planning, preparation and investment • The development and implementation of an appropriate infrastructure is the key • The IAEA provides a wide range of support in establishment of a national nuclear infrastructure
IAEA support • Publications/guidance documents – NE Series • Meetings/Workshops • Expert Missions on the specific issues at the request of the Member States • INIR Missions • International Conferences
Recent NE Series publications on nuclear infrastructure - Published • “Managing Human Resources in the field of Nuclear Energy” a Guide • importance of adequate human resources for achieving the objectives • essential activities to be undertaken in order to reliably supply the competent workforce
Recent NE Series publications on nuclear infrastructure - Published • Policies and Strategies for Radioactive Waste Management (Guide) • Responsibilities and competences of the nuclear implementing organizations to initiate a nuclear program – NEPIO (Report) • Responsibilities and Capabilities of the Owner/Operator (Report) • Common User Considerations (CUC) by Developing Countries for Future Nuclear Energy Systems (Report)
Recent NE Series publications on nuclear infrastructure – in preparation • Invitation and Evaluation of Bids for NPP • Workforce Planning for New Nuclear Power Programmes • Alternative contracting and ownership for NPPs • Industrial Infrastructure to Support a National Nuclear Power Programme
Recent NE Series publications on nuclear infrastructure – in preparation • Interaction of Grid Characteristics with Nuclear Power Plants • Stakeholder Involvement in the Lifecycle of Nuclear Facilities • Managing siting activities
Country Nuclear Power Profile • Country Nuclear Power Profile (CNPP) • 2009 - 44 profiles (30 from countries operating NPPs and 14 from newcomer countries) • Valuable source of key background information • http://www-pub.iaea.org/MTCD/publications/PDF/cnpp2009/pages/index.htm
Assistance for the newcomers in nuclear power program • 3 INIR missions were successfully implemented in 2009: Jordan, Indonesia and Vietnam (4 in 2010) • Mission for National Infrastructure Self-Assessment Verification in Chile in 2009 • Regional Workshop was organized on the NPP Project Management in Vienna in June 2009 • Conference on Human Resource Development in UAE (14-18 March 2010)
Summary • Our main task is to help your country become a knowledgeable customer, by understanding the process to embark on Nuclear Power, the technology and being able to coordinate internally all required programs • We need your feedback on how the IAEA can improve assistance • This TM/Workshop is a good opportunity to discuss your opinion
