Introduction of the nuclear power preparation of Vietnam (1) • Establishment of the governmental steering committee led by Minister of Industry and Trade for development of nuclear power in Vietnam on 5th March 2002 (like NEPIO). • Establishment of the Agency for Radiation Protection and Nuclear Safety Control (VARANSAC now named VARANS) on 19th May 2003. • On 3rd January 2006, the Prime Minister approved the Long-term Strategy for Peaceful Utilization of Atomic Energy up to 2020.

  7. Introduction of the nuclear power preparation of Vietnam (2) • On 23 July 2007, the Prime Minister approved the Master Plan for Implementation of the Long-term Strategy, covering all activities related to development of nuclear infrastructures and capabilities for future self-reliance of NP technology. • Soon later the Intra-Ministerial Steering Committee led by Deputy Minister of MOST has been set up for direction and reporting to the Government of the Mater Plan implementation (like NEPIO). • The Pre-FS for the 1st NPP in Vietnam and the VI Electricity Development Plan up to 2025 have been approved by the Government, showing the planned nuclear power will reach to 4,000 MW in 2025. • Atomic Energy Law was approved by the National Assembly on the 3rd June 2008.

Milestones indentified for Vietnam NP Program • Following the IAEA guide, 3 milestones are: • Milestone 1:December 2008– Ready to make knowledgeable commitment to a nuclear program. • By Beginning of 2009, the Government will submit the Pre-FS report of the 1st NPP to the National Assembly for approval and decision to be made for conducting the FS project for Ninhthuan NPP of 4,000MWe.

Milestones indentified for Vietnam NP Program • Milestone 2:12/2012 - Ready to invite bids for the first NPP. • Milestone 3:12/2020 – Ready to commission and operate the first nuclear power plant. • Vietnam’s preparation for the 1st NPP is close to the Milestone 1:Ready to make a knowledgeable commitment to a nuclear program.

VAEC’s project (Introduction) • Title: Self-Assessment of Vietnam Nuclear Infrastructure Status • Time to implement: 12/2007 – 12/2008 • Objective: To assess the current status of development of the national infrastructure against the conditions recommended in the IAEA document “Milestones in the development of a national infrastructure for nuclear power”, and to propose measures for further development.

  17. VAEC’s project (Results) • National position: National position status meets the conditions of the Milestone 1. • Nuclear safety: A good awareness and knowledge of nuclear safety. However, we need to focus on establishing nuclear safety capability and safety culture. • Management: It meets the conditions of the Milestone 1, however we need to improve management capability. 4. Funding and financing: need to establish strategies for funding and financing: - Nuclear power infrastructure - 1st NPP construction - Long term handling radioactive waste and plant decommissioning. - Security and safeguards arrangements.

  18. VAEC’s project (Results) 5. Legislative framework: Atomic Law has been approved. It is required to develop and promulgate required under-law legal documents including NPP standards. MOIT: Preparing Guide for Nuclear Power. MOST: Preparing General Guide for Atomic Energy Law. 6. Safeguards: Defined and stated in the Atomic Energy Law. Needs to further implement and enforce of safeguards legislation. 7. Regulatory framework: The regulatory body has been established. Already clear recognition of the needs for a regulatory framework strengthening. 8. Radiation protection: Facility and manpower established. Considered IAEA’s basic safety standards. 9. Grid: National Electrical grid requirements considered.

  20. VAEC’s project (Results) 10.Human resources development: HRD framework is being developed by ministries. A draft of HRD for the 1st NPP of 2,000MW has been submitted to the Government. The MET is responsible: Intra-Ministerial Working Group has been setup. 11.Stakeholder involvement: VAEC and EVN conduct continues public information activities. PI roles have been stated in the Atomic Energy Law. A Plan for PI will be developed and implemented by Stakeholders, including VARANS. 12. Site and supporting facilities: possible sites have been identified. Two potential sites for the first two NPPs (Ninhthuan 1 and Ninhthuan 2) have been selected and futher investigation will be conducted during FS project. 13. Environmental protection: Environmental issues primarily analyzed. Further thoroughly investigated will be conducted during FS project.

Emergency planning: The Ministry of Defense is in charged of EP in co-operation with related stakeholders as stated in the Master Plan; Plan to develop of Emergency Response capability is being prepared and to be submitted to the Government. 15. Security and physical protection: The Master Plan stated that the Ministry of Security is in charged of S&PP in co-operation with related stakeholders. Plan to develop of S&PP is being prepared and to be submitted to the Government. 16. Nuclear fuel cycle: Awareness of nuclear fuel cycle issues. Main policy nuclear fuel cycle issues has been identified in the Strategy and Master Plan for Peaceful Utilization of Atomic Energy to 2020. Needs for long-term spent fuel storage to be considered in detail.

Radioactive waste: - The burdens of radioactive waste from nuclear power plants recognized. - Current capabilities for waste disposal reviewed. - Conducting sitting for long-term low and medium radioactive waste disposal. 18. Industrial involvement: strict application of quality programs for nuclear equipments and services recognized. 19. Procurement: Turn-key approach for the 1st NPP has been determined in the Strategy and Master Plan for Peaceful Utilization of Atomic Energy to 2020. Main requirements associated with purchasing nuclear equipments and services are recognized by the utility. Staffs and procedures are not well prepared.

  26. Current status of the national nuclear infrastructure is assessed briefly. Vietnam is now approach to the Milestone 1 (Phase 1 will be completed by the end of 2012). Next step, we will conduct the following activities with the help of the IAEA: To re-conduct self-assessment based on the IAEA methodology and indicators. To identify areas and issues required further actions. To prepare a national action plan to address these areas and issues: This action plan will be reflected in the revised Master Plan, especially for the period of 2009-2012 (Phase 2 before the Milestone 2). To establish and implement The IAEA TC project on Nuclear Power Infrastructure Development for the period of 2009-2012. Remarks

  27. Conclusion (1) • Vietnamese Government has made a strong commitment on development of nuclear power with the important goal for building the first nuclear power plant in Vietnam and putting it into safe and effective operation in the year 2020. • There are 12 years left for preparation of all national infrastructure elements required for nuclear power plant being constructed and commissioned timely, safely, securely and efficiently. It requests big efforts and strong commitment from relevant national organizations and a close international cooperation with the IAEA and other countries.

  28. Conclusion (2) • We highly appreciate the fruitful assistance from the IAEA so far to Vietnam and we do hope to continue receiving more assistances from the IAEA in development of a national infrastructure for nuclear power in Vietnam in coming years.
