Broad Legislative, Gubernatorial, and Public Support • Strong gubernatorial leadership • Four straight years of state operating budget increases • Despite state fiscal stress, higher education largely exempt from cuts • Bi-partisan, bi-cameral support • Large infusion of federal stabilization funds • FY 2010 – $397.9 million • FY 2011 – $398.3 million (Am. Sub. H.B. 1 as introduced to the House) • Ohio seen as a leader, nationally
