The Clean Water Fund • Call for Projects FY 2014-2015 • Submissions currently being reviewed • Draft Priority List for public comment by late Nov 2013 • Approx $ 1.8 Billion in short-term needs identified in submissions received to date.
CWF: Guidance documents online • Updated eligibility memos on utility relocation and roadway restoration • Draft memo regarding use of Project Labor Agreements (PLAs); comments due by November 12th • Other memos in development: • Green infrastructure eligibility • Nutrient reduction eligibility (revised to include phosphorus)
NPDES Permits • Updates to renewed permits include: • Disinfection criteria • Discharges to fresh water now using e. coli • Discharges to marine water using enterococci and fecal coliform • Phosphorus • CSO Monitoring • NetDMR
Sewage Right-to-Know • Sewage “Right to Know” Act (PA 12-11) • Affects information distribution and notification after sewage bypass or CSO event • Takes some requirements that were in NPDES Permit and makes them state law. • Requires DEEP to post maps and impact data of areas potentially affected by CSO events. • Requires DEEP to post impact data regarding sewage spills.

Nitrogen Trading Program • Nitrogen trading program: • Value of Credit: somewhere in the $6 per pound range • Report will be finalized shortly • Nitrogen General Permit • Expires end of 2014 • Staff working on renewing permit
Operator Certification • Next Test is Jan 8, 2014 • applications due by Nov 22, 2013 • Reduced number of testing sites (4 to 3) • Three Rivers CC (Norwich) • Naugatuck Valley CC (Waterbury) • Tunxis CC (Farmington) • Summer exam will be July, 2014.
Operator Certification test results • Results for Summer exam 2013 • Class 1:25 of 43 passed • (21 of 33 OIT) (4 of 8 repeatees) • Class 2: 17 of 28 passed • (5 of 12 OIT) (3 of 7 repeatees) • Class 3: 8 of 23 passed • (5 of 9 OIT) (3 of 13 repeatees) • Class 4: 4 of 11 passed • (3 of 9 repeatees)
Legislation: Public Act 12-155 • Gives CWF the authority to make components of all phosphorus upgrades eligible for 30% grants. • Work groups are currently meeting to discuss detailed topics • scientific methods, • non-point sources, and • municipal implementation • Presentations and schedules are available on DEEP website: • http://www.ct.gov/deep/phosphorus
