Funding Crisis FY 2003-2004 $75 Million • $21 Million restored in State General Fund operating assistance (inclusive of $5 Million additional local match) • $29 Million in transit agency management and cost efficiencies • $25 Million in federal flex FY 2004-2005 $100 Million • Initiated emergency $18.8 Million stop-gap funding to avoid drastic service cuts and fare increases • March to June 2005 actions uncertain

5311 Drawdown Assumptions • All reserves would be used for operating • Grantee expenses would continue to increase at approximately 9% annually • The federal allocation would remain level (neither increased nor decreased) for that same period of time.
