Shaping and adopting ILS & the role of workers’ organization (Step 1-1) • Identify the issues through various ways which may include workers’ input to the Governing Body. • Agenda for the ILC including legislative issues is decided by the Governing Body. • 3. Adopting instruments usually takes place through double discussion procedure.

  3. Shaping and adopting ILS & the role of workers’ organization (Step 1-2) 4. During this procedure, workers’ organizations send report to the ILO through the government. 5. At the first ILC tripartite committee, discussion will take place to decide what kind of instruments to be adopted 6. The Second ILC tripartite committee will confirm the instruments. 7. The instruments are put for adoption at the plenary.

  4. Basic Concepts (Step 1-3) Submission - After the adoption of the instrument, the governments have to submit it to the competent national authority with its report within 12 months. Ratification - Formal commitment made by member states to be bound by the provisions of a Convention.

Basic Concepts (Step 1-3) • Denunciation • There are two types of denunciation. • The first one is ‘pure’ denunciation which can be done in every 10 years after the initial entry into force of the Convention. • The second one is ‘automatic’ denunciation which happens where a state ratifies a revised Convention, in which process will automatically denounce the old ones.

  6. The role of Workers’ organization in submission and ratification (Step 1-4) - Workers’ organizations are supposed to consult the government for the ratification which may include pressure.

Example (Step 2) • Experience; • National centers send their reports to the ILO through the government in due procedure. • Intension for hereafter; • - Awareness building amongst trade union leaders about the ILS. • - We send proposals to the Governing Body for inclusion in the agenda. • - We make follow-ups on the reports.
