Procurement Information Consultants’ Competitive Negotiations Act • Governed by Florida Statute 287.055 • Used to procure Architectural, Engineering (including testing), Landscape Architecture and Registered Land Surveying and Mapping Services • Construction work (exceeding $325,000) or planning or study activity (exceeding $35,000)

Procurement Information Consultants’ Competitive Negotiations Act (Cont’d) • State law requires vendor selection based on qualifications such as firm’s personnel, past performance, workload, experience, expertise • Broward County usually uses a “Request for Letter of Interest” to procure these services

Procurement Information Consultants’ Competitive Negotiations Act (Cont’d) • Selection Committee (SC) reviews responses submitted by firms and shortlists to at least three firms, if possible • Discussions and/or Presentations held by the SC and firms • Ranking of firms; pricing is not a factor, negotiations with highest ranked firm

Procurement Information Cone of Silence • Enacted by Broward County Ordinance • Prohibits communication for a period of time regarding a competitive solicitation (CS) between vendors/vendor’s representative and: • -County Commissioners and staff • -County Administration and staff • -Selection/Evaluation Committee members • -Affected Persons (any person/person’s support staff, appointed, hired, designated, or authorized to evaluate, rank, recommend, or select a vendor’s response to a CS or to make an award in a SC process

Procurement Information Cone of Silence (Cont’d) • When procuring under CCNA, the Cone of Silence goes into effect: • Upon approval of the Selection Committee for County Administration and Selection Committee members • On the first meeting of Selection Committee - short listing for County Commissioners and their staff • Terminates when Board makes the final award or gives final approval

Capital Projects Port Everglades Port Everglades Professional Consulting Services Anticipated Advertisement: Summer 2012           Fees: $100k - $ 500k Agreement Term – 3 years with 2 – 1 year renewals                Project Description: Comprehensive professional services for projects of a specified nature on a continuing term basis.   Consultant selected will be tasked to provide assistance to Port staff in developing design criteria for Port projects; serve as threshold or special inspector; provide permit related or peer review of projects; provide plans, details, and specifications for non CIP projects; provide construction contract administration and inspection services; assist with County led negotiations with consultants and contractors; provide bid/award analysis and concurrence support;  on call materials testing services; and underground utility locations.

Capital Projects Port Everglades Port Everglades Professional Architectural & Engineering Services      Anticipated Advertisement:Summer 2012                Fees:  $ 250k - $ 1.25 million Agreement Term – 3 years with 2 – 1 year renewals                Project Description:Comprehensive professional services where construction costs do not exceed $2million on a continuing term basis.   The scope of services shall include all architectural and engineering specialties necessary and related to the planning/project feasibility, design, construction, testing, and construction management of capital projects within a Seaport Environment.

Capital Projects Port Everglades Port Everglades Bulkhead and Slip Improvement Anticipated Advertisement:Summer 2012                Construction Estimate: $60 million Project Description: The construction project consists of bulkhead and wharf improvements along with petroleum pipeline and offloading equipment relocation and associated marine infrastructure within Port Everglades located at Berth 4 and the Petroleum Berths within Northport.   The project will be phased with initial project planning and feasibility analysis/recommendations followed by the development of construction bid documents, construction administration, and testing.    This project is identified within the Port Everglades Master/Vision Plan and funded within the FY2012/13 Capital Improvement Plan.

Capital Projects Fort Lauderdale-Hollywood International Airport • Consultant for Rehabilitation of Runway 9L-2R (North Runway) • Anticipated Advertisement:May – June 2012 • Project Description: AE firm to perform design and prepare biddable construction documents for the Rehabilitation of Runway 9L-27R (North Runway), the replacement of the western EMAS bed (marked 9L end), the extension & replacement of the eastern EMAS bed (marked 27R end), the reconstruction of the approach west end at Taxiway “B”,  the reconstruction of Taxiway “C” east and west of Runway 13-31.  Scope may also include drainage work, surveying and geotechnical services.

Capital Projects Fort Lauderdale-Hollywood International Airport Construction Project Manager (CPM) for Terminal Modernization for T1, T2, and T3 Anticipated Advertisement: May 2012 Project Description: Construction Project Manager (CPM) firm for the design and construction of the existing Terminal 1, 2, and 3, including coordination of the new configuration of Terminal 4, adjacent roadway system and In-Line Baggage Systems. The CPM activities compliments the project’s designers efforts and encompasses preconstruction and construction phase services to include, but is not limited to, plan reviews, phasing, cost estimating, constructability review, value engineering, scheduling, LEED program management, review of invoices, monitoring project schedule, construction oversight and administration, warranty and other services.

Capital Projects Fort Lauderdale-Hollywood International Airport General Engineering Consultant (GEC) Anticipated Advertisement: End of 2012 (Existing contract expires in May 2014) Project Description: Consultant to provide General Engineering and Architectural Services including the preparation of reports, cost estimates, design (including construction administration and inspection services), studies, and other technical tasks, at both the Fort Lauderdale-Hollywood International and North Perry Airports.  Engineering services shall include civil, structural, mechanical, electrical, plumbing, environmental, geotechnical and surveying.

Capital Projects Roadway Projects • Wiles Road (Rock Island Road to SR7) • Estimated construction cost: $10 million. • Anticipated Advertisement: 3rd quarter 2012 • Project Description: Design and Construction Engineering & Inspection (CEI) services associated with the reconstruction of Wiles Road from four to six lanes for approximately one mile; along with drainage, sidewalk, bicycle lanes, lighting, signalization, landscaping and irrigation improvements.

Capital Projects Traffic Engineering • School Zone Flasher Upgrade Project • Estimated Construction Cost: $.6 to $1 million per project • Anticipated Advertisement: One project advertised each fiscal year 2013-2017 • Project Description: Professional engineering design services associated with a predetermined list of Broward County schools.  The project will include the conversion of existing non-flashing ground-mounted signs to flashing solar ground-mounted signs and conversion of overhead span-wire flashers to mast arm solar flashers.

Capital Projects Traffic Engineering Traffic Signalization Fiber Optic Network Improvement Project Construction Estimate: $2 million per project Anticipated Advertisement: One project advertised each fiscal year 2014-2017 Project Description: Professional engineering design services associated with one critical corridor.  The project will include installation of fiber optic cable and signal systems improvements.
