ICT Transmission Summit July 31st, 2007 Acadiana Planning Update
Overview • Acadiana Load Pocket currently dependent on generation from LUS and CLECO in order to mitigate transmission constraints. • System historically planned assuming generation running • ICT proposes that the Acadiana Load Pocket be planned to be secure for the loss of a line AND a generator (N-1-1) • Draft plan presented to Entergy, LUS, CLECO, and LEPA on March 2nd, 2007
Acadiana Import Limit • CLECO proposed a methodology to redispatch CLECO and LUS generation based on an import limit for each entity. • CLECO and LUS generation would redispatch to relieve loading on Scott-Bonin prior to going to a TLR Level 5 • Discussions on redispatch agreement are currently ongoing
Proposed Transmission Expansion Plan • 230 kV • Webre – Cecelia (27 mi) • Webre 500/230 kV transformer • Wells – Cecelia (22 mi) • Cecelia – Moril (24 mi) • Cecelia 230/138 kV transformer • Moril 230/138 kV transformer • 138 kV • Upgrade Cecelia – Bonin (14 mi) • Upgrade Cecelia – Moril (24 mi) • Upgrade Moril – Duboin (4.5 mi) • Moril – Leblanc (9 mi) • Capacitor bank at Meaux • Capacitor bank at Leblanc Estimated cost: $110M
Proposed Transmission Expansion Plan 500/230 kV auto at Webre 230 kV Wells - Cecelia 230 kV Webre - Cecelia 230 kV Cecelia - Moril Upgrade 138 kV Cecelia - Bonin Upgrade 138 kV Cecelia - Moril Upgrade 138 kV Moril - Duboin 138 kV Moril - Leblanc
Next Steps • Plan has been submitted to LUS, CLECO, Entergy, LEPA for review • Review additional alternatives • Economic studies to determine cost benefit of upgrades • ICT Report to be published by September 1st, 2007
