Libya Food Security Coordination • 3 hubs--Zarzis, Benghazi, Cairo • Reflect different operational, political and security realities • East is covered, as has many NGOs • Nafusa partly open, and covered from Tunisia • Govt controlled areas not fully accessible with limited information and assistance

  3. West Libya Food Security Situation(Non-Govt controlled areas) • NafusaMtns. Estimated current population 110,000 • Food and NFI supply route open from Tunisia border and organisations sending support

  4. West Libya Food Security Situation(Govt controlled areas) • Main people targeted are IDPs—162,000 people mainly from Nafusa Mountains and Misrata • Most food commodities are available in shops, but prices increased due to lack of fuel • Cash running out • Insecurity/bombing limits movements • Food hoarding • No wheat flour needed for now • Baby milk is an issue for follow-up

  5. Action Points: Coordination Mechanisms • Need to include a larger number of entities into the communication/coordination system • Two main structures—(1) Humanitarian Charity Forum and (2) the Food Security Cluster (ID focal points for participation) • Find an appropriate coordination mechanism with Arab League in Cairo • Encourage more members to join in all 3 hubs • Will share existing 3W, link and update with new partners information

  6. Action Points: Partnerships • Capacity building for NGOS, civil society for planning, monitoring and reporting • Harmonizing assessment tools and techniques; share and train widely

  7. Action Points: Future Planning For medium term interventions which need planning now, such as: • Support to the public distribution mechanisms and other social safety nets • Food safety augmentation • Agriculture, animal health, technical institutions • Rehabilitation of public and commercial infrastructure for food production, importation and transportation
