  3. Personnel Problems • Lack of experienced University personnel • Experienced personnel requires high costs • Difficulties of integration with the existing mechanism of the university activity

  4. Possible Solutions • Creating a domestic technology managers association • Training managers within the university, starting from student years • System of temporary employment • Maximum use of the university personnel resources

  5. Legislative Problems • Ambiguity of the legal framework of the university commercial activity (the Law on Higher Education – the Tax Code) • Lack or inefficiency of IP commercialization mechanisms

  6. Possible Solution • More specific definition of the university legal framework • Information support of R&D protection and commercialization • Tight control of observance of regulatory documents inside a university

  7. Financial Problems • Start-up period costs • High taxes • Difficulty of attracting venture funds • High long-term credit rates

  8. Possible Solution • Operative use of the university extrabudgetary funds • “Near-innovative”activity • Program of concessional university lending

  9. Internal and External Mentality Problems • Insufficient understanding of TT by developers • Insufficient understanding of TT on the level of federal/regional authorities • Mistrust of TT
