  3. Concentrated on home matters • U.S.’ dependency on foreign goods • Western expansion with the Louisiana Purchase and Lewis and Clark’s expedition Jefferson’s Domestic Policy

  4. France and Britain were at war • Peace with France and the Louisiana Purchase, U.S. traded with France • Britain was angry, blockades • France got mad, blockades • U.S. is in the middle again Back in the Middle

  5. Britain started, impressment or kidnapping of American sailors (over 10,000 sailors) • Jefferson did not declare war, instead, Jefferson asked Congress to pass the Embargo Act of 1807 – stop trade with all foreign ports Jefferson’s Move
