What is SEESIM? • SEESIM 12 is a Computer Assisted Simulation Exercise conducted within the framework of the Southeastern Europe Defence Ministerial (SEDM) process • SEDM Ministers agreed in October 2000 to create SEESIM and begin with an exercise based on a civil emergency scenario • Purpose of SEESIM is to promote cooperation, coordination and interoperability of civilian and military organizations during crisis response operations within and among the SEDM nations

  4. SEESIM History • SEESIM 02: Hosted by Greece. Broad Scenario of floods and earthquakes. • SEESIM 04: Hosted by Turkey. Broad Scenario of multiple terrorist attacks. • SEESIM 06: Co-Hosted by Romania and the former Yugoslav Republic of Macedonia*. Broad Scenario of large-scale flooding and earthquakes plus potential terrorist threats to SEDM nations. Two main Exercise Control Groups (EXCONs) in Bucharest and Skopje. • SEESIM 08: Hosted by Bulgaria. Broad scenario of natural and man made disasters. • SEESIM 10: Hosted by Albania. Broad scenario of natural and man made disasters, including cyber-terrorism. * Turkey recognizes the Republic of Macedonia with its constitutional name

SEESIM 12 Participation Participating Nations Albania, Bulgaria, Bosnia and Herzegovina, Croatia, Italy, Montenegro, Serbia, the former Yugoslav Republic of Macedonia*, Ukraine, and SEEBRIG HQ (in Greece) Supporting Nations Sweden, United States Observers Georgia Not Participating Greece, Moldova, Romania, Slovenia, Turkey 5 * Turkey recognizes the Republic of Macedonia with its constitutional name

  10. Opening Ceremony (Mon, Oct 15) • Opening Ceremony scheduled for Monday, Oct 15 at 0915 • Remote sites will participate in the Opening Ceremony via VTC • Be in seats no later than 0900 • Opening Ceremony will begin with Opening Remarks by OSE and OCE • Remote sites will do introductions in alphabetical order of their capitals (up to 3 minutes each) • Exercise play begins at 1000 Note – all times are local Sofia, Bulgaria time

  11. DV Day Schedule (Fri, Oct 19) Note – Remote Sites should be seated no later than 0945. Note – all times are local Sofia, Bulgaria time

Closing Ceremony (Fri, Oct 19) • Closing Ceremony scheduled for Friday, Oct 19 at 1500,immediately after the After-Action Review (AAR) • Remote sites will participate in the Closing Ceremony via VTC • Closing Ceremony will begin with Closing Remarks by OSE and OCE • Remote sites will present “wrap-up remarks” (up to 4minutes each) • Closing Ceremony will be followed by distribution of certificates, local gift exchanges and photos Note – all times are local Sofia, Bulgaria time

International Organizations • Some international organizations will be available during the exercise to coordinate international assistance if requested • Representatives from the international organizations provide subject matter expertise and role play their respective agencies • International organizations will be role-played during the exercise for those nations who would typically contact these organizations for assistance during an actual disaster • List of available international organizations and their contact information is included in the Exercise Phone Book

  14. International Organizations • Telephone numbers and e-mail addresses for international organizations represented will be provided to the EOCs • International organizations will respond to EOC requests for assistance • EOCs should utilize available international organizations

Purpose • Provide overview of information management procedures and exercise control communications systems to be used during SEESIM 12 • Provide assistance in locating information pertinent to exercise participants • Describe the ways that Emergency Operations Centers (EOCs) and Site Managers will communicate during SEESIM 12

  19. E-Mail Accounts • Exercise e-mail account names for EOCs and national Site Managers include the function and the assigned country number • E-Mail addresses will be provided by the Site Manager • E-Mail Account Examples: EOC_NATION_2 EOC_NATION_5 EOC_SEEBRIG UNOCHA EADRCC EU_MIC IFRC

  26. Address book will appear. Highlight recipient of the message and click “To” to add them to the “To” line or “Cc” to add them to the “Cc” line. The EOC should not send to any email account that begins with “X”. These are Exercise Control accounts only.

  29. SEESIM 12 Message Types Abbreviations for SEESIM 12 message types: • A – Acceptance of Assistance • C – Coordination Report • N – Notification of Disaster • O – Offer of Acceptance • R – Request for Assistance • S – Situation Report • RFI – Request for Information

SEESIM 12 Message Filenames • Email “Subject” line will include a single letter for the message type, a number for the country, and a sequence number: • Example: R1-001 • When saving the message as a Microsoft Word document, use a single letter for the message type, a number for the country, and a sequence number: • Example: R1-001.docx

  31. Requests for Information (RFIs) • Requests for Information (RFIs) are specific and time-sensitive requirements for information regarding a situation, terrorist forces, operational support available, or other information • RFI will be sent by the EOC as an e-mail to the Site Manager • Site Manager will research the answer and respond to the EOC

  32. Telephone • In addition to email, EOCs can use commercial telephone to communicate with other EOCs or the Site Manager • EOCs should make a record of telephone or direct conversations that contain key information and provide to the Site Manager • Phone Numbers are found in the Exercise Phone Directory provided by the Site Manager

  33. Fax • In addition to email and telephone, EOCs can use commercial fax to communicate with other EOCs or the Site Manager • An EOC that receives a fax should ensure that the Site Manager receives a copy
