NCLB Core Academic Content Areas All teachers must be highly qualified if teaching any of the following core academic content areas: Special education teachers must be licensed in SPED & HQ in every content area taught . Other teachers who teach many different classes also have high bars to meet. For example, EL and alternative education teachers must be HQ in every core subject taught.
Requirements for HQ Status • Bachelor’s degree • Full Hawaii state licensure and • Assignment match to subject and grade level of license and • Either: • Demonstrated content expertise through: • Passing scores on the PRAXIS II in each core academic subject taught, or • Be National Board certified, or • For secondary teachers only, a major or the equivalent in the content area. • Or: • For those teachers with ONE or more years of teaching experience, earn 100 points through HOUSSE
Temporary HQ for teachers enrolled in approved alternative routes to certification programs • Have already earned at least a bachelor’s degree • Be enrolled in a state approved alternative teacher education program, and • Have evidence of passing score on the Praxis II for each core academic subject taught, and • Be within the first three years of employment as a teacher, and • Be approved for temporary HQ by OHR. Using Flowchart B for Elementary Teachers - Scenarios • Am I highly qualified if: • I am licensed to teach elementary in Hawaii. I am currently teaching second grade in Hawaii. I passed Praxis exam 11 & 12 in 2001. • I am licensed to teach grades K-6 in Michigan and am currently teaching grade 5. I have passed Praxis exam 14 last year.
Using Flowchart A for Middle and High Teachers - Scenarios • Am I highly qualified if: • I am licensed to teach secondary mathematics in Hawaii. I have not yet taken the Math Praxis. My college major was Mathematics. I am currently assigned to teach 10th grade algebra. • I am licensed to teach secondary social studies in Hawaii. I have passed Praxis exam 081. I’m assigned to teach history grade 10.
Using Flowchart D for SPED Elementary Teachers – Scenarios • Am I highly qualified if: • I am a K-12 Hawaii licensed SPED teacher. I’ve passed Praxis exam 14 and I teach a 3rd grade regular education class. • I am an elementary SPED teacher. I teach a 3rd grade special education class. I have passed my SPED praxis exams, but have not taken the elementary Praxis.
Using Flowchart C for SPED Middle and High Teachers - Scenarios • Am I highly qualified if: • I just got hired in Hawaii. I have applied for a Hawaii Teaching License in SPED grades 5-9. I have passed Praxis exam 69 and am assigned to teach special education mathematics grades 6 to 8? • I am a Hawaii licensed SPED 7-12 teacher. I have passed all of my SPED Praxis exams as well as 0049. I am assigned to teach 8th grade algebra.

Title II Monitoring Cycle Every complex area will be monitored at least every third year
Common Monitoring Findings • The CA did not fully expend Title II funds • The CA did not spend funds as planned • Title II funds were not used as allowed • The CA did not follow procurement process • Approved PDPs were not in place within 30 days • Title I schools hired NHQTs without documenting reasons for hiring or did not have the newly hired NHQT on a PDP that would result in HQ within one year
Common Monitoring Findings (cont.) • The complex area did not monitor the hiring and assignment of long term substitute teachers in core content classes • Schools did not send NHQ letters home • Schools’ AFPs did not include actions to meet the HQT goal of 100% core classes taught by HQ teachers or the NHQ levels have not improved
Some Expenditures that are Not Allowed and Have Resulted in Monitoring Findings • Computer equipment • Computer software • Student level instructional materials • Student level assessments • Food purchases • Non-HQT personnel positions • Non-content based college courses (master’s programs in education, ED classes) • Tier I funds used for other than non-HQ teachers

Teacher – Start the plan On the “My Plans” tab, the teacher starts his/her plan for the first time by clicking on the “Start” button If you are unable to see the ‘Start’ button, contact the HQ office at (808) 586-4077 or email HQT@notes.k12.hi.us Proprietary Material - Hawaii Department of Education
Teacher – Add Your Principal & Designee In this step you will add your Principal to your plan. Also able to add a designee who will be able to view the plan. Proprietary Material - Hawaii Department of Education
Teacher – Add Your Principal • On the “Manage Plan Group” display: • - Enter the First Name and Last Name of your principal, press “Search” • Check the box next to name of the principal. • Click on “Add Selected Users” • Same process to add a Designee Proprietary Material - Hawaii Department of Education
Teacher – Add Your Principal This step is now completed. It’s date and time stamped. The “Actions” button allows you to View your principal You can now ready to Manage your “Teacher Professional Development Plan” Proprietary Material - Hawaii Department of Education
Teacher – HQ Professional Development Plan Fill in the areas on the HQ PD Plan presented by selecting from the drop-down fields or entering information. Proprietary Material - Hawaii Department of Education
Teacher – Complete & submit the plan Update any information. Check the “I agree” box and click on “Save” Proprietary Material - Hawaii Department of Education
Principal – review of online PDP Click on the arrow next to the Plan Owner’s name – select “Edit”
Principal - Manage PDP • Review the details of the teacher’s PDP (Core Content Area and Grade Span) To approve and complete the plan: • In ‘Principal Certification’, check ‘I agree’ • Enter a value in ‘Resource Allocation’ • ‘Accept ’ the plan which completes the process To reject the plan: • ‘Reject’ the plan ANDselect ‘Actions’, ‘Send Back’ to send it back to the teacher
Under “Core Content Area & Grade Span” review the details and comments of the teacher’s PD Plan
TO APPROVE AND COMPLETE THE PLAN: Click on “New” in “Principal Certification” Check the ‘I agree’ box to approve the plan; Enter an Amount Allocated and Save
Select “Accept” which electronically signs, dates and completes the plan “Actions- Submit” sends the plan forward for OHR Review “Actions – Send Back” send the plan back to the teacher This electronically signs, dates and completes the plan
