1. REPORT ON APPROVED FIRST MODIFICATION OF IPARD PROGRAMME 2014-2020 AND LIST OF ELIGIBLE EXPENDITURES Fifth meeting of the IPARD Monitoring Committee 21.05.2019 Hotel INEX Olgica, Ohrid

2. First modification of IPARD Programme 2014-2020 • Submitted to DG Agri4th of October 2018; • Adopted by the Commission implementing decision of 24.01.2019; • Based on the experience of the implementation of the first Public call; • Request for potential recipients; • Technical errors etc; • Broaden and clarify the opportunities for the potential IPARD II recipients; • Facilitate easier implementation process.

3. First modification of IPARD Programme 2014-2020 • General modifications • All received applications missing one or more of the required documents will not be further processed; • Modification of the financial tables; • Improve the text of the programme (correcting the technical mistakes and errors); • Changes in the eligibility requirements.

4. I st modification IPARD Progrmme 2014-2020 (M1) • Minimum 1 ha of agriculture land - investments (cereals, industrial crop and fodder crop production); • Establishing newand/or rehabilitation/upgrading of existing irrigation system; • Selection criteria - Family agriculture holdings represented by women or young farmers who are at least 18 and less than 40 years of age at the date of the final decision for support; • Recipients may submit several projects, provided that the maximum total eligible aid is not exceeded and the final payment claim for previous project has been submitted. The next project contract will be signed once the final payment will be paid for the implemented project.

5. I st modification IPARD Programme 2014-2020 (M3) • Limitations and demarcation - Legal entities ranged as micro enterprises shall be eligible for support under Measure 3;

6. I st modification IPARD Programme 2014-2020 (M7) • Buildings for rural tourism purposes should be carried out adopting the traditional architecture style or to follow the architecture style that fits the landscape (surrounding area) demonstrated via technical drawings designed by an authorized architect and elaborated in the Business Plan; • In case of investments in rural tourism and/or catering by legal entity the capacity is changed from 70 to 150 guests (max. number of guests to be served at once for cattering); • Production of energy from renewable resources (solar and wind); • Investments in production and sale of renewable energy – is eligible ( if the investment exceeds 3 - years – average self consumption and excess of energy will be sold into the grid);

7. I st modification IPARD Programme 2014-2020 (M7) • New Annex 14 is included – Eligible activities for support under Мanufacturingof non-food products; • In case of investment project for plants for production and sales of energy produced from renewable resources, the maximum public support shall not exceed a ceiling of 50% of the total eligible costs of the investment. • TEE for investment project for renewable energy is changed from 3 mil. EUR to 1 mil. EUR.

8. I st modification of LEE “Investments in physical assets of agricultural holdings” - M1 • Frost protection equipment; • …pump stations, artesian boreholes and wells; • Processing equipment, grape crushers, equipment for filtration (filters), pumps,fermentation tanks, stabilization tanks, equipment for distillation, press for grape must, ageing and storage tanks, barrels;

9. I st modification of LEE “Investments in physical assets concerning processing and marketing of agricultural and fishery products” – M3 • Purchase of equipment for production of energy from renewable resources for geothermal energy is excluded;

10. I st modification of LEE “Farm diversification and business development ” – M7 • Purchase of equipment for production of energy from renewable resources for geothermal energy is excluded;
