Capacity building and awareness creation in Vietnam Part I. Capacity building requirements and needs carried out under the project 1.1. There are 6 key tasks in the project Task 1- Public information for raising CDM activities Task 2- Capacity development on CDM for policy makers Task 3- Establishment and capacity development for CDM National Authority Task 4- Capacity development for stakeholders relevant to CDM projects Task 5- Building on CDM research and education Task 6- Creating and pipeline of CDM eligible projects.
Capacity building and awareness creation in Vietnam Part I (continue) 1.2 - Key contents of work plan in 2003 • Identify relevant target groups, prepare documents, cooperate with TV , Vietnam vice, Newspaper offices, Establish CDM website (Task 1). • Building the report of capacity need definition on CDM for policy maker (Task 2). • Establishment of CDM National Authority (Task 3) • Survey of relevant stakeholder understanding level and their specifies on CDM (Task 4) • Multi-year program of various activities for capacity building on CDM research and education (Task 5) • A pipeline of CDM eligible projects (Task 6) • Organize national and local workshops.

Activity results of the project in 2003 2.1 - Studying, preparing documents related to organization, functions, duties and activities of CDM National Authority (CNA) in Vietnam • Organization requirements under Kyoto protocol and CDM • Target, cycle of CDM projects • Organization structure of some relevant ministries • Building functions, activities of CNA. • Establishing CNA in March 2003 at MONRE • Establishing CDM National Executive and Consultative Board (CNECB) in April 2003.

Capacity building and awareness creation in Vietnam Part II (continue) 2) Review of functions, duties and organization structure of ministries related to building legal, policies in Vietnam. Such as: The office of Government, MPI, MONRE, MOF, MOI, MOST, MARD, MOT, local governments and others. Comments. • Vietnam is in process of changing its economy, a lot of institutions are being reformed • In 2003 the government formulated many new decisions on the institution structures, functions of offices belonging to the government. • Ministries have a rather big quantity of policy makers in many professionals. • CDM functions can be added in relevant institutions.
Capacity building and awareness creation in Vietnam Part II (continue) 3) Review of existing legal, policies development programs related to CDM activities • Legislation in Energy sector • Legislation in power sector • Legislation in coal sector • Legislation in oil and gas sector • Draft of National Energy Policy • The law of Environment protection • Other laws • Development programs in relevant sectors: power, coal, oil and gas, agriculture, transportation, etc.
Capacity building and awareness creation in Vietnam Part II (continue) Comment: • The legal basis of the Industries (power, coal, oil and gas), agricultural, forestry, transportation sectors is rather weak, the existing laws have to be reformed and addition CDM activities. • Further development of strategies, policies for sectors need to address CDM issues.

Environmental protection and sustainable development are major constituent of the 9th resolution of Vietnam communist Party and the National program for Social-Economy Development S2. Vietnam signed and ratified Kyoto protocol in 9-2002 S3. Policy makers are rather strong of quantity S4. Policy makers have experience and deep professional.

They shortly understand general legislation W3. They shortly consider development strategies of their sector W4. They are weak of methodologies, experiences for building policies, strategies W5. They are short of CDM information W6. Relation between departments of one ministry and between ministries are rather weak.

Vietnam is in the process of opening its policies for economical development, so have good conditions to build development programs, build new laws and mend, reform institutions and administration, etc. O2. Having good conditions to train and retrain for officers O3. Having good international relations.

Vietnam is at the first stage of the its market development process, at present average income is only about 420 USD/per.year, the country faces a lot of difficulties. T2. Capacity development is a big work to ask man - power, finance and time T3. Administration procedure is still a barrier.
Capacity building and awareness creation in Vietnam Part II (continue) b) Needs of capacity development for policy makers * General needs • Raising understanding of macro management system • Develop understanding of legislation in general • Study development plans, strategies of relevant sectors. • Raise methodologies of building strategies, policies: • Collection of information • Method of analysis • Forecasting • Etc.
Capacity building and awareness creation in Vietnam * Needs related directly to CDM activities • Raising understanding on Kyoto protocol and CDM • Develop methods to make clearly • Eligible projects • Project criteria • Project cycle for CDM • Investment procedures, find out budget: One part, two parts, many parts • Method of definition baseline • Methods of control, of estimation, certificating CO2 emission reduction. • CO2 market in the world and in country. • Supply information. • Need to study for building a decision at ministry level on CDM by MONRE

Questionnaires sent 180, received 143, achieved 81,2% • Survey in Hochiminh city in July and August, 2003. Questionnaires sent 160, received 131, achieved 81,9% • Results of analysis Only 30% of interviewees understand the basic CDM issues.

Capacity building and awareness creation in Vietnam Part II (continue) 2.4 – Capacity building on CDM for research and Education • Worked with some colleges, research institutes for building study contents and education programs on CDM • Hanoi polytechnic college, Hochiminh polytechnic college • Institute of Energy – EVN, HSM of MONRE; • Centre of clean production; • Centre of advice and transfer for clean water and environment • Research centre of new energy. • Preparation of two main documents of capacity building on CDM and Education in Vietnam.

Capacity building and awareness creation in Vietnam Part II (continue) 2.6 – Organized workshops, seminars on CDM • Workshop on Kyoto protocol and CDM in Nghe An province on 22 April 2003 • Workshop on CDM in Hochiminh city on 24 Sep. 2003 • The first National workshop on CDM in Hanoi on 11 Sep. 2003 • Planed to held local workshops in Hue city and Kontum province – in centre of country.
Capacity building and awareness creation in Vietnam Part II (continue) 2.7- Creating pipeline projects • Collecting the information and documents on the criteria of selecting CDM projects in some countries. • Reviewing previous study for criteria of selecting a CDM project in Vietnam. • Identify the priority sectors on energy and LULUCF for developing CDM projects. • Project idea: switching oil to gas in Thuduc power plant, supported by NEDO, Japan • Project idea: Recover CH4 from landfill with Hanoi environment company. • Project idea: Recover CH4 from landfill with Hochiminh city environment company. • Project idea: Using associated gas with Petro Vietnam. • Project idea: Reforestation with Nisshowai, Japan.

Issues in capacity development and awareness creation • Writing papers on CDM • Preparing a lot of reports for National and Local workshops. • Preparing documents for CNA. • Preparing of two documents of capacity building on CDM and education in Vietnam. • Text book for master training on CDM • Registration of CDM potential in Vietnam Energy sector.

Conclusion • By the help of leaders: Government, MONRE and others. • By finance and advice assistances of international organizations such as: UNEP, Project Region Centre, AIT,… • By active work of many experts in areas only in short time, a lot of contents of the project were implemented under the plan.
