An opinion The emerging software from European software suppliers supporting higher education academic processes will dominate the American—U.S. and Canada—market beginning in 2012. And this software will be based on developments originally from the U.S.
R3SG Rome Student Systems and Standards Group A close collaboration of emerging European software suppliers that will transform the academic processes of colleges and universities in support of the Bologna process and concurrent innovations.
The Bologna Process • A demand from students to be able to transfer from one university to another retaining credit for previous work. • Mobility: The Bologna Process assumes a student will take a course at another institution and return. There is pre-agreement between the two faculties. • Transfer: The Bologna Process supports articulation by getting a guaranty of transferability.
The companies • unisolutions from Germany (with U.S. clients) • Kion from Italy (with a U.S. educated executive) • Digitary from Dublin (PKI that works) • Hochschul Information Systems GmbH (dominant in the Germany market) and JISC (UK) funded XCRI projects
The CEN standard European Committee for Standardization Standards often mandated by the European Commission • National standardization efforts must terminate • Products and services must comply with the standard Likely in “modules” beginning in 2010, but implemented beginning in 2008
CDM Principles • The standard must: • Support prioritized needed functionality • Be consistent with existing standards, especially HR-XML • Be modular so that implementation can begin immediately. • Be collaboratively developed with software suppliers to achieve benefits for universities and profitability for suppliers.
PESC interests • Interoperability • Transformable (by XSLT) between EU and PESC standards ? Support real-time data exchanges between universities and colleges (e.g. EA2 recommendations)
