University of Texas at San AntonioHigher Education Incentive Funding • Higher Education Performance Incentive Initiative • The 80th Texas Legislature set aside $100 million in the General Appropriations Act to fund a Performance Incentive Initiative • Authorized a portion of the funds to be used for scholarships for Texas high school students who graduated in the top 10% of their class • Restricted the funding to Fiscal Year 2009
University of Texas at San AntonioHigher Education Incentive Funding • Charged the Texas Higher Education Coordinating Board (THECB), along with the Governor’s Office, to develop a method for allocating the funds • To that end the Governor established the Task Force on Higher Education Incentive Funding.

University of Texas at San AntonioHigher Education Incentive Funding • Recommendations developed by the Task Force • Assumed $80 million for incentives and $20 million for the top 10% scholarships • Applied the following performance measures for allocating the incentive funds: • Number of degrees produced weighted for critical fields and at-risk students ($40M) • Percentage improvement in number of degrees produced, also weighted for critical fields and at-risk students ($40M).
